Job Summary: The HR Operations Manager is responsible for overseeing the day-to-day operations of the HR department, ensuring that HR processes and services are efficient, effective, and aligned with the organization's goals. This role involves managing HR systems, overseeing payroll and benefits administration, ensuring compliance with labor laws, and driving continuous improvement in HR operations. The HR Operations Manager plays a key role in developing and implementing HR strategies that enhance the overall employee experience.

Key Responsibilities:

  1. HR Operations Management:

    • Oversee the daily operations of the HR department, including HR administration, payroll, benefits, and compliance.
    • Develop, implement, and manage HR policies and procedures to ensure consistency and compliance across the organization.
    • Ensure that HR services and processes are efficient, scalable, and aligned with business objectives.
  2. HR Systems and Technology:

    • Manage HR systems, including HRIS, payroll systems, and other HR technology platforms.
    • Ensure data accuracy and integrity within HR systems and drive system improvements as needed.
    • Provide training and support to HR staff and other users of HR systems.
  3. Payroll and Benefits Administration:

    • Oversee the administration of payroll, ensuring timely and accurate processing of employee compensation.
    • Manage employee benefits programs, including health insurance, retirement plans, and other perks.
    • Coordinate with external vendors and partners to ensure effective delivery of payroll and benefits services.
  4. Compliance and Risk Management:

    • Ensure compliance with all federal, state, and local employment laws and regulations.
    • Conduct regular audits of HR practices to identify and mitigate risks.
    • Manage the preparation and submission of required compliance reports, such as EEO-1, OSHA, and other filings.
  5. Employee Relations and Support:

    • Provide guidance and support to HR staff and managers on HR-related issues, including employee relations, performance management, and disciplinary actions.
    • Oversee the resolution of employee inquiries and grievances in a fair and consistent manner.
    • Promote a positive workplace culture by fostering effective communication and employee engagement.
  6. Continuous Improvement:

    • Identify opportunities for process improvement within HR operations and implement best practices to enhance efficiency.
    • Lead HR projects and initiatives aimed at improving HR services and employee experience.
    • Monitor HR metrics and analytics to assess the effectiveness of HR operations and make data-driven decisions.
  7. Team Leadership:

    • Supervise and mentor HR staff, providing guidance and support in their professional development.
    • Ensure that HR staff are trained and equipped to perform their roles effectively.
    • Foster a collaborative and high-performing HR team that aligns with the organization's values and objectives.
  8. Budget Management:

    • Assist in the development and management of the HR department budget.
    • Monitor and control expenses to ensure cost-effective delivery of HR services.
    • Identify opportunities to optimize HR operations while maintaining quality and compliance.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree or MBA preferred.
  • 5-7 years of experience in HR operations, with at least 2-3 years in a managerial role.
  • Strong knowledge of HR best practices, employment law, and regulatory compliance.
  • Proficiency in HRIS, payroll systems, and other HR technology platforms.
  • Excellent leadership, communication, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced environment and make decisions based on data and insights.
  • HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) is a plus.
