Job Summary: The HR Program Manager is responsible for overseeing the development, implementation, and management of HR programs that support the organization's strategic objectives. This role involves managing multiple HR initiatives, including talent management, employee development, diversity and inclusion, and organizational change. The HR Program Manager works closely with HR leadership, cross-functional teams, and external partners to ensure the successful delivery of HR programs that enhance the employee experience and drive organizational success.

Key Responsibilities:

  1. Program Development and Implementation:

    • Design, develop, and implement HR programs that align with the organization's strategic goals and objectives.
    • Lead the end-to-end management of HR programs, from initial planning and design through execution, monitoring, and evaluation.
    • Collaborate with HR leadership and stakeholders to define program goals, deliverables, timelines, and resources.
  2. Project Management:

    • Oversee multiple HR projects simultaneously, ensuring that each project is completed on time, within scope, and within budget.
    • Develop detailed project plans, including timelines, milestones, resource allocation, and risk management strategies.
    • Monitor project progress and make adjustments as necessary to ensure successful outcomes.
  3. Stakeholder Engagement:

    • Build and maintain strong relationships with key stakeholders, including HR leaders, department heads, and external partners.
    • Facilitate regular communication with stakeholders to provide updates on program status, risks, and opportunities.
    • Engage with employees at all levels to gather feedback and ensure program alignment with organizational needs.
  4. Talent Management and Development:

    • Manage and enhance talent management programs, including leadership development, succession planning, performance management, and employee engagement.
    • Identify opportunities to develop and retain top talent, working closely with HR and department leaders to implement effective strategies.
    • Support the implementation of learning and development initiatives that promote continuous growth and skill development.
  5. Diversity, Equity, and Inclusion (DEI):

    • Lead the development and execution of DEI programs that foster an inclusive workplace culture.
    • Collaborate with HR and organizational leaders to identify and address DEI challenges and opportunities.
    • Monitor and report on DEI program outcomes, making recommendations for continuous improvement.
  6. Change Management:

    • Manage organizational change initiatives, ensuring that changes are implemented smoothly and effectively.
    • Develop change management strategies that address employee concerns, promote buy-in, and minimize disruption.
    • Provide support and resources to managers and employees during times of change.
  7. Data Analysis and Reporting:

    • Collect and analyze data related to HR programs, using insights to inform decision-making and program improvements.
    • Prepare and present reports on program performance, including key metrics, outcomes, and recommendations for HR leadership and business stakeholders.
    • Utilize data to continuously monitor and assess the effectiveness of HR programs.
  8. Budget and Resource Management:

    • Develop and manage program budgets, ensuring that resources are allocated efficiently and effectively.
    • Monitor program expenditures and provide regular financial reports to HR leadership.
    • Identify opportunities to optimize resource utilization and achieve cost savings.
  9. Continuous Improvement:

    • Stay current with industry trends, best practices, and emerging technologies in HR program management.
    • Participate in professional development and training to enhance skills and knowledge.
    • Lead efforts to continuously improve HR programs, processes, and tools.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree preferred.
  • 5+ years of experience in HR program management, project management, or a related role.
  • Strong understanding of HR practices, talent management, and organizational development.
  • Proven experience in designing and implementing HR programs that align with strategic goals.
  • Excellent project management skills, including planning, execution, and risk management.
  • Strong communication, interpersonal, and stakeholder management skills.
  • Proficiency in project management tools and software (e.g., MS Project, Asana, Trello).
  • Ability to analyze data and use insights to drive decision-making and program improvements.
