PRIMARY FUNCTION/RESPONSIBILTY
The Human Resource Recruiter is responsible for managing the full-cycle recruitment process to attract, source, and hire top talent that aligns with the organization’s mission and values. This role partners closely with hiring managers to understand staffing needs, develops effective recruiting strategies, and ensures positive candidate experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Manage the full recruitment lifecycle from job posting through onboarding.
- Partner with department leaders to identify staffing needs and develop accurate, compelling job descriptions.
- Source candidates using multiple channels, including online job boards, social media platforms, networking, career fairs, and employee referrals.
- Screen resumes, conduct initial candidate interviews, and coordinate interview schedules with hiring teams.
- Provide hiring managers with timely, qualified candidate pools.
- Maintain consistent communication with candidates throughout the hiring process to ensure a positive candidate experience.
- Advise hiring managers on best practices for interviewing, candidate selection, and evaluation.
- Support diversity, equity, and inclusion initiatives through inclusive recruiting practices.
- Ensure compliance with all applicable employment laws, including EEO and ADA requirements, and organizational policies.
- Maintain accurate and up-to-date records in the Applicant Tracking System (ATS).
- Prepare and provide recruitment metrics, reports, and analysis as requested.
- Represent the organization at career fairs, community events, and networking opportunities.
- Promote the organization’s mission, values, and workplace culture to attract top talent.
- Contribute to social media and digital recruitment strategies.
- Perform other related duties as assigned.
QUALIFICATIONS
Required:
- Bachelor’s degree in Human Resources, Business Administration, or related field required.
- 2–4 years of recruiting or talent acquisition experience (HR generalist experience a plus).
- Strong understanding of recruiting methods, ATS systems, and sourcing strategies.
- Excellent interpersonal, communication, and organizational skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Knowledge of employment law and HR compliance requirements.

- Strong written and verbal communication skills with the ability to convey complex information clearly.
- Excellent research and analytical skills.
- Advanced organizational and time-management skills.
- High attention to detail and accuracy in documentation.

- Proficiency in HRIS systems and recruitment tools.
- Ability to work independently and as part of a team with a proactive, problem-solving mindset.
- Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
- Familiarity with regulatory, compliance, and reporting requirements.
Certifications/Licenses/Registrations:
- Valid Texas Driver’s License, safe driving record, ability to provide own transportation and proof of current automobile insurance.
PHYSICAL/MENTAL REQUIREMENTS AND INFORMATION
- Full-time position with standard office hours; flexibility required for recruitment events.
- Hybrid or on-site work environment based on agency needs.
- Ability to stoop, kneel, bend, reach, walk briskly, and interact with children.
- Stamina to work extended hours and drive long distances when required.
- Ability to lift up to 60 pounds.
- Ability to communicate effectively both verbally and in writing.
- Minimum of 40 hours per week, with occasional evenings and weekends as needed.
- Work environments include home-like settings with moderate to high background noise.
