DUTIES:
As a HR SPEC (EMPLOYEE BENEFITS), GS-0201-07, you will assist higher-graded personnel specialists in the performance of their assignments in two or more of the specialized personnel series.

As a HR SPEC (EMPLOYEE BENEFITS), GS- 0201- 09, you will provide technical, procedural, and evaluative assistance in the area of employee benefits, performance management, and/or compensation for both Army and Air National Guard organizations. Performs work in one or more of the above human resources specialties. Accomplishes work through the use of an automated personnel system.

Physical Demands:
The work is primarily sedentary, although some slight physical effort may be required.

Working Environment:
Work is typically performed in an adequately lighted and climate-controlled office. Travel is required for the purpose of meeting with management, conducting on-site training, attending national workshops, symposiums, etc.

QUALIFICATIONS:

GS-07: Applicant must possess at least ONE (1) year of the specialized experience at the next lower level GS-05 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as assisting higher-graded specialists in projects; providing a wide range of services; applying appropriate techniques and methods in at least two or more personnel management areas; managing, supervising, advising, and delivering human resources management products or services; developing, planning, interpreting and analyzing polices; providing support to health care management officials by analyzing, evaluating, and/or coordinating health care delivery systems and operations; operating a computer, utilizing multiple computer programs, and performing keyboard functions.

GS-09: Applicant must possess at least ONE (1) year of the specialized experience at the next lower-level GS-07 or the equivalentTWENTY-FOUR (24) months of specialized experience performing or supervising duties such as providing technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits' programs; developing and carries out specific projects to accomplish the technical support mission of the Human Resources Office; reviewing and interpreting policies, directives, and other issuances by the Office of Personnel Management (OPM), National Guard (NGB), Department of Labor (DOL), and outside control agencies; serving as a technical expert in matters regarding employees' claims for Workers Compensation; investigating facts and developing cases relative to on-the-job injuries, illnesses, processes non-routine and routine claims; providing information and assistance to claimants and supervisors concerning processing procedures; providing counseling to employees and supervisors on matters relating to workers' compensation; assisting in administering the retirement programs; providing counseling to management, employees, retirees, and family members on the complex retirement insurance benefits, entitlements/options; providing advice and assistance to supervisors and managers on preparation of performance standards and appraisals; counsels managers and employees on rights and obligations under the leave programs.

Note: Employee must comply with the Individual Development Plan to be elegible for promotion at the full grade level.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
