THE POSITION

The Pennsylvania Emergency Management Agency (PEMA) and the Department of Community and Economic Department (DCED) Human Resource Office has an opening for Human Resource Analyst 2 responsible for conducting investigations for potential employee misconduct, consulting with managers, and working with the various unions served by PEMA and DCED. DESCRIPTION OF WORK

This Human Resource Analyst 2 position is responsible for coordinating disciplinary actions in assigned organizations and advises managers and supervisors on disciplinary procedures, principles, and standards. The incumbent also conducts pre-disciplinary conferences, recommends appropriate action, and prepares disciplinary letters as needed. This position also provides guidance to department managers and supervisors in the implementation and administration of collective bargaining agreements by responding to specific questions and addressing issues dealing with contract interpretation as well as advice on the resolution of individual problems.

Work includes participating in the administration of the Accelerated Grievance Procedure (AGP) and Standard Grievance Procedure (SGP) by investigating employee grievances and preparing detailed analysis. This includes investigating the circumstances and issues related to the grievance by interviewing witnesses and gathering documents. Be a part of a team that values integrity and hard work. Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You will have the opportunity to work from home (telework) up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Human Resource Analyst 1 including six months in the area of the parenthetical; or
  • One year of experience in the performance of professional human resource duties, including six months of experience in the area of the parenthetical; and a bachelor's degree; or
  • An equivalent combination of experience and training.
