Job Announcement Human Resources Director

Purpose
White Pine County is seeking qualified applicants for the position of Human Resources Director.
This position is responsible for directing and administers the Countys Human Resources programs and activities, including employee relations, employment, classification and compensation administration, benefits administration, EEO and ADA, and risk management programs; provides assistance to County management staff in human resources and related matters.

Minimum Qualifications
A bachelors degree in human resources management, business or public administration, or a related field is preferred. Plus, four years of professional level human resources experience that included responsibility for hiring, positions classification, salary administration, employee relations, collective bargaining, and labor contract administration; experience in public sector human resources management is preferred but not required, or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities

Knowledge of

  • Principles and procedures applicable to personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems;
  • Functional responsibilities of a human resources department;
  • Principles and practices of an effective safety program;
  • Federal, state, and local laws, codes, and regulations applicable to public agency human resources and safety programs;
  • Basic principles of development, validation, and administration of pre-employment tests;
  • Standard office practices and procedures including filing and the operation of standard office equipment;
  • Record keeping principles and practices; and
  • Common office computer hardware and software including work processing spreadsheet, and e-mail programs.

Ability to

  • Effectively administer projects and operations consistent with federal, state, and County policies and regulations;
  • Work effectively under the pressure of deadlines and conflicting demands;
  • Plan, direct, and evaluate the work of assigned staff;
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;
  • Combine pieces of information to form general rules or conclusions;
  • Collect, interpret, and evaluate narrative and statistical information pertaining to policy, fiscal, and department operational matters;
  • Read and understand information and ideas presented in written form;
  • Document actions and observations;
  • Design and document procedures;
  • Project the consequences of proposed actions;
  • Implement administrative policies and work programs consistent with County policies and goals;
  • Understand, interpret, and apply laws and regulations applicable to human resources and safety programs;
  • Select appropriate alternatives from among those available;
  • Present findings, recommendations, and policies to individuals and groups in an understandable and persuasive manner;
  • Communicate effectively in writing with a variety of audiences on matters related to department policies, funding, and operations;
  • Establish and maintain effective working relationships with all levels of County staff, elected and appointed bodies, and members of the general public;
  • Consult with and advise staff on work procedures and problem resolution;
  • Adjust actions in relation to others actions;
  • Listen to and understand information and ideas presented through spoken works and sentences;
  • Utilize a personal computer for human resources management tasks;
  • Gain cooperation through discussion and persuasion;
  • Instruct staff in the requirements of the job;
  • Train staff in the methods of the job;
  • Evaluate work products and job behavior;
  • Provide feedback to employees regarding work products and job behavior;
  • Impose or effectively recommend disciplinary actions;
  • Select individuals for hire and duty assignments;
  • Monitor expenditures to assure compliance with budgets;
  • Estimate budget needs;
  • Write justifications for funding requests; and
  • Account for variances between projected and actual expenditures.

Position Hours
This position is an exempt full time working 40 or more hours per week.
Pay Rate
Annual Exempt Salary $75,000 $83,000 (DOE)
Contribution to NV PERS and 100% employer paid health insurance plan.
