Human Resources DirectorDirects the planning, development, implementation and administration of the Human Resources function. Identifies legal requirements and government reporting and/or regulations affecting Human Resources tasks and ensures policies; procedures and reporting are in compliance. Recruits, interviews, tests, and selects employees to fill vacant positions. Plans and conducts new employee orientation to foster positive attitude toward company goals. Responsible for keeping appropriate records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting. Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and harassment. Advises management in appropriate resolution of employee relations issues. Responds to inquiries regarding policies, procedures, and programs. Administers performance review program to ensure effectiveness, compliance, and equity within organization. Administers salary administration program to ensure compliance and equity within organization. Administers benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance. Oversees the development and implementation of safety and health programs and policies to ensure compliance with applicable regulations and company standards. Plans and/or conducts human resource related training. Conducts wage surveys within labor market to determine competitive wage rate. Prepares budget of human resources operations. Maintains effective communications with employees. Responds to inquiries regarding policies, procedures and programs. Coordinates employee disciplinary action and termination process. Prepares reports and recommends procedures to reduce absenteeism and turnover. As PMU Designated Privacy Officer, is responsible for overseeing all ongoing activities related to the development, implementation, maintenance of, and adherence to the company and health plans policies and procedures covering the privacy of and access to participants protected health information in compliance with federal and state laws. Responsible for maintaining a positive work atmosphere by acting and communicating in a manner that promotes positive relations with customers, co-workers and management. Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. Attends meetings, training, and represents PMU at outside functions and within the community. Represents organization at personnel-related hearings and investigations. Analyzes wage and salary reports and data to determine competitive compensation plan. Prepares personnel forecast to project employment needs. Responsible for the maintenance of the PMU Employee Handbook. Consults legal counsel to ensure that policies comply with federal and state law. Maintains a human resources system that meets top management information needs. Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization. Studies legislation and case law to assess industry trends. Writes and delivers presentations to corporate officers or government officials regarding human resources policies and practices. Responsible for the oversight of the PMU Safety Department. Other duties as assigned.
