JOB TITLE: Human Resources Generalist REPORTS TO: Human Resources Director SUPERVISES: N/A DEPARTMENT: Human Resources JOB STATUS: Full-Time, 12-Month Position FLSA STATUS: Non-Exempt PAY RATE: $50,000.00 - $70,000.00 Annual Salary Job Summary The Human Resources Generalist executes the daily operational and administrative functions of the Human Resources (HR) department for the District's certified and non-certified staff. This role ensures compliance with the Illinois School Code and state and federal labor laws while managing complex cycles of recruitment, retention, terminations, and District-wide systems maintenance. Given the regulatory nature of this role, a high level of attention to detail and accuracy is a core expectation for all job functions. Core Responsibilities Front-Facing Support: Welcomes and directs visitors and staff; manages departmental phone inquiries and scheduling. Full-Cycle Recruitment: Manages vacancy postings, applicant screening, and interview coordination. Background Screening: Administers the mandated Employment History Review (EHR) process, fingerprint-based background checks, and ISBE sexual misconduct disclosures. Onboarding & Induction: Supports comprehensive new hire orientations and ensures all legal, medical, and District-specific paperwork is completed. Student Teacher Placements: Coordinates with universities for student teacher intake and ensures all background clearances are verified. Pension Administration: Facilitates accurate enrollment and reporting for the Teachers' Retirement System (TRS) and the Illinois Municipal Retirement Fund (IMRF). Health & Welfare Administration: Supports benefits enrollment (Medical, Dental, Vision), open enrollment cycles, and qualifying life event changes. Collaborates with the Business Office on benefits deduction updates. Leave Compliance: Administers all leave requests using specialized compliance tools and logs absences. Collaborates with the Business Office on compensation and benefit continuations. Retirement Lifecycle Support: Processes retirement agreements and collaborates with the Business Office on retirement compensation benefits. Offboarding: Supports the separation process, including asset retrieval (badges/keys) and COBRA notifications. Collaborates with the Business Office on final compensation. HRIS & Student Data Management: Maintains high-level data integrity within Employee Information Systems (Infinite Visions, Frontline, EvaluWise, etc.) and Student Information Systems (Infinite Campus). Oversees the annual systems "rollover" (PTO resets, extra-duty auditing, etc.). State & Federal Reporting: Prepares mandated state data (EIS, IWAS surveys, EEO-5) and corrects data via the ISBE Data Quality Dashboard. Training & Evaluation Compliance: Tracks completion of state-mandated trainings and maintains the staff evaluation platform. Team Building & Staff Appreciation: Provides support for District-wide team-building activities, recognition programs, and large-scale staff events. Union Liaison: Supports the HR Director in communications with three bargaining units and maintains/updates official seniority lists. Position Control: Monitors the District's position controls to ensure all hires and transfers align with approved staffing levels. File & Risk Governance: Maintains and audits personnel and medical files (HIPAA/FMLA/ADA compliance); facilitates Workers' Compensation intake and OSHA log maintenance. Unemployment Management: Monitors and responds to IDES unemployment claims and fact-finding inquiries. Fiscal Administration: Processes department purchase orders and requisitions, ensuring proper coding and approvals for supplies and services. Information Management: Collects and synthesizes data from various sources to prepare summaries, research findings, and reports for projects or inquiries. Professional Development: Participates in professional development opportunities as necessary. Attendance: Attends work as scheduled and arrives in a timely manner. Performs other related duties as assigned. Knowledge, Skills, And Abilities Technical Expertise: Mastery of Infinite Visions, Infinite Campus, and Frontline; proficient in Google Suite. Regulatory Knowledge: Deep understanding of the Illinois School Code and HR standards. Interpersonal: Strong conflict-resolution, negotiation, and "people-first" service skills. Discretion: Proven ability to handle sensitive personnel matters with absolute confidentiality. Education and Experience Education: High school diploma required; Bachelor's degree in HR, Business, or related field preferred. Experience: Minimum of one year of HR experience, preferably in an Illinois public school setting. Certification: SHRM-CP or PHR is a plus. Physical Requirements Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at times.
