Job Announcement

This position has oversight and supervision of the recruitment, payroll and outreach positions. Provides guidance and direction to managers on recruitment, interviews, documentation, and selection process. Ensures compliance with applicable state, federal, and local requirements, regulations, policies and procedures. Administration of Family and Medical Leave (FML) requests to include educating employees and supervisors on FMLA regulations and county processes. Creates, maintains and updates DPSC HR processes and procedures. Conducts complex and strategic research on a variety of HR related topics and creates reports and metrics on staffing and retention for the DPSC Senior Management Team. This position is expected to work successfully in a team-based environment, prioritize projects and tasks to meet deadlines and perform duties under limited supervision. Works under the direction of the Department of Public Safety Communications (DPSC) HR Manager.

  • Provides managers with guidance on employment, employee relations and other HR issues;
  • Makes recommendations and revisions to departmental HR policies & procedures;
  • Gathers, tracks and analyzes HR metrics, reports, and plans;
  • Manages on-boarding, exit interviews, and other HR-related departmental programs;
  • May supervise clerical and/or paraprofessional personnel in HR-related matters.

Required Knowledge Skills and Abilities

  • Knowledge of human resources administration and management principles and practices;
  • Ability to perform a variety of increasingly complex work in human resources;
  • Ability to communicate effectively orally and in writing;
  • Ability to use word processing, spreadsheet, and presentation software to prepare documents and store, manipulate, analyze and present information;
  • Ability to train and supervise staff.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus, two years of professional-level human resources experience.

PREFERRED QUALIFICATIONS:
  • Certification from SHR, IPMA-HR or HRCI
  • 3-5 years professional level human resources experience
  • Supervisory experience
  • Experience with Family Medical Leave Act, Americans with Disabilities Act, payroll, recruiting/hiring
  • Experience with developing and updating human resources policies and procedures

CERTIFICATES AND LICENSES REQUIRED:
VCIN - VA Criminal Information Network (Required within 3 months)

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to speak and hear clearly in person and on the telephone. Work requires the ability to operate keyboard driven equipment and a computer monitor. All duties may be performed with or without reasonable accommodations.

Panel interview; may include exercise.
