SALARY
This position is not eligible for overtime (exempt); however, the city has a compensatory time leave program for employees that grants leave time for hours worked in excess of forty hours.

GENERAL DESCRIPTION
The purpose of this classification is to administer and support the human resource function of LFUCG by managing one or more HR specialties including but not limited to: compensation, classification, benefits, training, talent management, human resource information systems (HRIS), organizational and policy development, employee relations, risk management, safety and loss control and/or labor relations; and, serve as subject matter expert for questions and concerns regarding human resources.
MINIMUM REQUIREMENTS
- Bachelor's degree in a field related to the job
- Six (6) years of related experience
- Additional years of related education may substitute for years of experience
- Additional years of related experience may substitute for years of education
ESSENTIAL FUNCTIONS
- Review collective bargaining agreements and memorandum of understanding for Officers and Sergeants and Lt. and Captains to ensure contract compliance
- Review disciplinary files and approve and/or make recommendations to the Chief regarding discipline of sworn personnel and ensure compliance with the collective bargaining agreement and attend meetings with the Chief related to employee discipline
- Attend contract negotiations and make recommendations concerning contract amendments (MOU)
- Handle employee relations matters for sworn and nonsworn personnel relating to attendance, job performance, FML, modified duty/light duty attendance and sick leave abuse issues, grievance, reasonable accommodation requests and interpretation of employee related policies and procedures
- Oversee and manage the hiring and onboarding process for new sworn employees (applications. interviews, backgrounds, medical exams, employee orientation)
- Oversee and manage the testing and promotional processes for sergeants, lieutenants and captains
- Supervise administrative staff
- Collaborate with the PIO on recruitment efforts (paid advertisements, job fairs)
- Collaborate with the Department of Law in preparation of pre-disciplinary hearings, and arbitrations and assist with drafting settlement agreements
- Performs related work as assigned
