Job Summary:

The Human Resources Manager will serve as a business partner to senior Operations leadership and local management teams for a large portfolio of assigned contracts supporting a variety of locations with over 800 employees. They will provide consultative services on a wide range of HR-related matters with the goal of aligning HRs best practices to business goals. The HR Manager will report to the Senior HR Manager and work closely with the broader HR team on spearheading and executing a variety of HR projects and initiatives, as required. They will provide leadership and oversight to 3-5 contract-level HR team members.

Job Responsibilities:

  • Provides expertise and hands-on support in multiple HR areas including onboarding, contract phase-ins/phase-outs, employee retention, labor relations, employee relations, management coaching, performance management, compliance, and change management.
  • Provides guidance to line management for employee coaching, counseling, career development, and disciplinary actions. Works closely with management and employees to improve work relationships, increase employee engagement, and productivity.
  • Acts as a resource to employees providing guidance on and interpreting company policy, as well as assuring that employees perspectives are heard and considered.
  • Conducts thorough and objective employee relations investigations, assesses risk, and determines appropriate courses of action while working closely with Senior HR Manager.
  • Addresses adverse employment actions and manage the review of all termination requests to ensure compliance with due process, proper supporting documentation, and adherence to companys policies and/or contractual requirements.
  • Partners with Operations and Labor Relations in the administration of the collective bargaining agreements (CBA). Supports CBA negotiations, proposes desired contract modifications, and assists with grievance resolutions and labor-management disputes.
  • Drives employee feedback by ensuring exit interviews are conducted consistently across the client group and results are shared accordingly. Collaborates with operations teams to find effective solutions to actionable employee feedback.
  • Conducts management training on employee life-cycle processes, key HR policies, regulatory compliance, and performance management for new Program Managers.
  • Works with Benefits department and the companys third-party administrator, to respond to employee leave of absence and/or accommodation requests.
  • Acts as point-of-contact for guidance on compensation actions, including individual promotions, equity adjustments, and related actions.
  • Partners to ensure all contract-related compensation and benefit actions are taken timely including CBA wage increases and Area Wage Determination adjustments.
  • Provides active leadership in support of recruiting and onboarding activities including working with HR Administrator to ensure new hires complete all required onboarding activities and successfully integrate into the workforce.
  • Periodic travel to client sites, to support contract phase-ins/phase-outs, or special projects is required (approximately 10%).

Minimum Qualifications:

  • Bachelors degree in human resources, sociology/psychology, organizational effectiveness, business administration, or related area.
  • Minimum of 5-7 years of progressive HR experience as HR Business Partner or HR Manager.
  • Comprehensive knowledge of labor laws, to include both federal and state regulations.
  • Strong knowledge of Microsoft Office Suite.
  • Effective communication skills, both verbal and written, including presentations; ability to speak confidently and effectively to varied audiences; proven professional writing ability.
  • Ability to operate effectively in a dynamic environment, deal with ambiguity, change, and shifting priorities.

Desired Qualifications:

  • Professional Certification (PHR, SPHR, GPHR, SHRM-CP or SHRM-SCP) preferred.
  • Minimum of 2 years supporting a unionized environment; in-depth knowledge and understanding of labor relations and collective-bargaining agreement administration.
  • Experience working in government contracting industry and with Service Contract Act (SCA) contracts.
  • Experience with Deltek Costpoint, Cognos, and iCIMS.
