Duties

This position is located under the Office of Human Resources and Professional Development, Human Resources Operation Division, Executive Supervisory Staffing Center in Washington, District of Columbia.


The primary purpose of this position is to administer a Bureau-wide recruitment program to include merit employment, delegated examining, student employment and policy and advise and assist management on matters pertaining to recruitment, placement, promotions, reassignments, details, and reduction-in-force procedures and employment in general.


As a Human Resources Specialist (Recruitment and Placement), GS-0201-12/13, your typical work assignments may include:

GS-12

Identifying and resolving complex HR Problems.
Assisting management with program process improvements.

Implementing a Bureau-wide recruitment and employment program.
Expediting the process of filling vacant positions.
Applying regulations, laws and policies of the federal government for the merit promotion and competitive selection processes.

Utilizing Human Resources automated systems.
Tracking and reporting on applicant related statistics and internal work flow.
Analyzing data from Payroll Systems or other integrated HR systems.
Assessing the timeliness and effectiveness of recruitment actions.

Assisting with creating Standard Operating Procedures regarding Human Resources Policies and Procedures regarding Staffing.
Providing technical advice and assistance to management in the resolution of staffing and recruitment needs.
Advising stakeholders on assessment and staffing needs.

As a Human Resources Specialist GS-201-13 your typical work assignments may include:

Providing advisory services and solutions on a variety of recruitment and staffing matters to include special appointing authorities; AND
Drafting job announcements and issuing certificates of referral using Category Rating and Merit Promotion procedures; AND

Assisting Junior HR Specialist on HR rules regulation process and procedures, reviewing work to ensure compliance.
