Duties & Responsibilities:
- In the absence of the Human Resources (HR) Manager, is responsible for all personnel activities and other duties as assigned by the Chancellor or Vice Chancellor of Administrative Affairs.
- Advise Faculty and Management on recruitment policies and procedures.
- Prepares and processes payment documents and payroll adjustments in accordance with University policies and procedures.
- Maintains a computerized personnel payroll database system and updates the current system used by Human Resources
- Assists Supervisor with implementing internal control procedures to provide statistical data and activities to improve efficiency of operations.
- Reviews organizational charts and functional statements to identify program needs and requirements in assessing classification actions.
- Assists Supervisor in maintaining position control of all appropriated positions for the campus(includes tracking and monitoring of reallocations, status of positions and respective incumbents, position numbers and funding sources)
- Assists with auditing Administrative, Professional &Technical (APT) Employees on-line Special Compensation Adjustments and on hiring above the designated new hire procedures
- Assists with Employees Union Trust Fund (EUTF) annual open enrollment
- Assists with training staff on personnel document preparation procedures and other personnel related training (onboarding and offboarding).
- Responsible for Campus Student employment program (SECE)
- Interprets union contractual provisions, University and Board policies, State and Federal rules and regulations.
- Prepares, audits and coordinates all personnel actions which include establishing and abolishing of positions, new appointments, salary changes, leave with or without pay, and separations.
- Responsible for new employee orientation
- Coordinates the College's workers' compensation and temporary disability programs.
- Assist with annual Occupational, Safety & Health Administration (OSHA) Report
- Assist in conducting program review of College HR program review
- Conduct investigations regarding Equal Employment/Affirmative Action (EEO/AA), discipline, Sexual Harassment or other employee related investigations.
- Coordinate APT& Civil Service performance evaluations; orientate new and current supervisors of duties and responsibilities.
- Assist with the development and maintenance of the HR Department website
- Other duties as assigned
Education and Professional Work Experience
- Possession of a baccalaureate degree in Business Administration. Public Administration, Human Resource Management or related field and three (3) years of progressively responsible professional experience with responsibilities for Human Resources; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of Human Resources as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Human Resources.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- Demonstrated ability to lead subordinates, manage work priorities and projects and manage employee relations.
- Knowledge of the practices and techniques of modern business management.
- The ability to analyze, interpret and use sound logic and judgement in application of a variety of personnel/administrative rules and regulations.
- The ability to understand and follow complex oral and written instructions
- Knowledge of postsecondary institution organization and processes.
- Knowledge of basic personnel rules and regulations.
- Basic knowledge on sexual harassment policies, affirmative action policies, equal employment opportunity policies, and other personnel related policies.
- Detail oriented and able to handle multiple tasks; able to prioritize multiple duties with demanding deadlines
- Able to work evenings and weekends as needed.
