This is an anticipated vacancy. This position is expected to be available on February 12, 2024.

Selected applicant will report to Alcohol Law Enforcement Headquarters located at 525 N. Greenfield Parkway, Suite 140, Garner, North Carolina 27529. This position is 100% in person with no teleworking option.

This is a full-time position (40 hours per week) with State Benefits. Position may require all-day travel. Applicants will be subject to a criminal/civil background investigation and polygraph. Recommended applicant must pass a drug screen.

ThisHuman Resources Technician I position will serve as a Human Resources Representative for the Alcohol Law Enforcement (ALE) Division and works as a liaison with the Department of Public Safety Human Resources Section to ensure HR transactions, via forms, are accurate and timely. HR programmatic direction is received from the ALE Assistant Director for Administration. This position is responsible for the ALE Special Agent Application Process from initial screening to final offers of Employment. In addition, this position will serve as a time administrator to include time entry and conducting monthly time audits.

Job responsibilities include, but are not limited to:

  • Responsible for posting positions in NEOGOV. Creates requisitions, exam plans, and position postings. Closes out postings and corresponding items in a timely manner.
  • Coordinates and manages the entire process for the hiring of sworn employees from preparing vacancy postings through preparing all paperwork for applicant to be hired.
  • Serves as NCVIP Coordinator and is assigned to the DPS NCVIP Core Team. Notifies ALE personnel regarding Interim and Annual performance review deadlines. Provides resource materials and updates as needed. Communicates with managers to ensure participation in the North Carolina Valuing Individual Performance (NCVIP) performance management system. Attends NCVIP Core Team meetings and communicates with DPS HR regarding updates and issues.
  • Creates and updates courses in PowerDMS. Provides training support to field agents on PowerDMS applications. Provides support to ALE Training section in maintaining Training Files. Prepares documents for NC Training Standards related to personnels sworn status.
  • Completes BEACON/FIORI time entry for ALE Division employees weekly. Verifies each employee has 160 hours or more hours per 28 day cycle. Completes time entry investigations and corrections. Prepares a time audit monthly to review cycle. Prepares comp aging reports as requested. Prepares OT report monthly for HQ staff.
  • Prepares overtime report to be submitted to DPS payroll on a monthly basis.
  • Performs administrative functions of the office as needed. These duties include, but are not limited to, serving as support staff to ALE Command Staff, cooperating with DPS Headquarters and operating various office equipment. Takes and records messages for ALE Command Staff and ensures that they are delivered via e-mail, telephone, personally, etc. Completes special projects as assigned by ALE Command Staff. Prepare and disseminate special orders on a monthly basis. Create and disseminate weekly activity reports on a monthly basis. Regularly update the Division directory as personnel depart or move to different positions, new employees arrive, or employees personal information changes. Answers phone calls, providing information to the general public and DPS personnel, and receiving public complaints. Assists internal customers with needed personnel requests.
  • Maintains all ALE Division personnel files, including organizing all files and preparing them for audits by NC Criminal Justice Training Standards and Office of State Human Resources.
  • Maintains administrative files, including preparing new files, organizing all files and purging files according to the retention schedule.
  • Maintains information of a confidential and sensitive nature.
About the Alcohol Law Enforcement (ALE) Division:

ALE is a division of the North Carolina Department of Public Safety. Alcohol Law Enforcement Special Agents have statewide jurisdiction to investigate any criminal offense and make arrests within the State of North Carolina. ALE is the lead enforcement agency for the state's alcoholic beverage control, lottery and tobacco laws. As such, ALE special agents target problem ABC- licensed and illegal establishments that serve as havens for violence, drugs, gang activity, organized crime, money laundering and other criminal activity.

The mission of the Alcohol Law Enforcement Division is to reduce crime and enhance public safety throughout the State of North Carolina. This mission is accomplished through the proactive, fair, and consistent enforcement of the state laws related to alcoholic beverage control, gambling, tobacco, controlled substances, and nuisance abatement, as well as other criminal and regulatory matters in the interest of health and public safety.
