JOB DESCRIPTION:

The Economic Supports service area of the Human Services and Public Health department is hiring a Human Services Area Manager (HSAM) to oversee and lead operations, technology, and infrastructure functions in the Economic Supports (ES) area.

The Economic Supports area has 600+ staff whose mission is to provide access to public assistance programs to meet the basic needs and increase the self-sufficiency of Hennepin County residents. This HSAM position will provide co-leadership with two other HSAMs in ES who are providing leadership on cash/food programs and health care programs. This position will work across the service area, the department, and with community partners to ensure the business processes support them as they serve the residents. This position includes broad oversight and leadership of several program/admin manager level leaders and multiple teams who support operations, resident contact centers and learning/training, business process design and automation, and workforce planning. Human Services and Public Health requires its employees to be focused on results for clients and customers; with opportunities for flexibility and an emphasis on work/life balance.

Location and hours:
This position is hybrid and will be performed both remotely and on-site at various department buildings as job duties require. Work hours are flexible and will primarily be Monday through Friday, 8 a.m. 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022 to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Oversee the supportive infrastructure for a large, complex operation that includes multiple customer service channels (digital, telephone, community, etc.), including leading quality improvement, resource management, training, communications, and engagement.
  • Plan, organize, coordinate, and implement strategic and tactical plans and resources, to support operational improvement and achievement of outcomes.
  • Establish effective community partnerships and working relationships with partners and community to co-create and align plans and strategies to focus on improved outcomes and reduced racial disparities for Hennepin County residents.
  • Direct the development, measurement, reporting, and achievement of outcomes for operations, to contribute to the community results for the Human Services and Public Health department, using input from residents and employees to inform them.
  • Manage finances and funding including budget development, on-going financial review, expense and revenue tracking, and balancing expenditures to revenues.
  • Formulate, execute, and oversee strategic and operational strategies, objectives, and activities across all aspects of the ES organization for effective, efficient, and successful hiring, staffing, training, quality assurance, end-to-end customer and employee experience design, business and system process improvement, and technology including but not limited to partnerships with internal and external partners and providers.

Need to have:

One of the following:

  • Eight years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
  • Bachelor's degree in behavioral/social science, business administration, nursing, public administration, public health, criminal justice, or related field, and four years or more of supervisory experience in an area related to the position, at least two years at the program level or equivalent.
  • Master's degree or higher in one of the above fieldsandthree years or more of supervisory experience in an area related to the position, at least one year at the program level or equivalent.

    • Building, implementing, and maintaining Contact Center Technologies including telephony, email, chat, and in person services.
    • Re-Engineering and Designing Business Process Improvements
    • Developing and Implementing Training & Quality Infrastructures

    • Overseeing a large organization with several hundred staff and multiple levels of leadership.
    • Establishing and maintaining collaborative working relationships with diverse stakeholders, including community and advocacy groups, union, executive leadership, local, state, and federal elected officials.
    • Creating and building a learning environment that promotes a positive employee experience and emphasizes continuous improvement.
    • Managing and making recommendations for multi-million dollar budgets with fiscal acuity and responsibility utilizing data in decision making.

    • Seeking and using feedback to facilitate common ground in the face of competing priorities and diverse viewpoints.
    • Creating operational and strategic goals and executing complex workplans.
    • With human resources issues demonstrating the ability to make objective decisions, support managers and supervisors, and apply performance.
  • Demonstrated knowledge of public human service programs and best practices with regard to quality improvement, training and learning, communications and engagement in a large complex organization.
  • Demonstrated proficiency of communication skills and experience presenting complex information in large and small group settings.
