JOB DESCRIPTION:

The Economic Supports area within Human Services and Public Health is seeking a Human Services Program Manager. This position will share leadership of Minnesota Health Care Programs eligibility and operation and customer experience with other health care managers and will provide management and supervision of supervisors and Human Services Representatives. This position will work collaboratively with the Economic Supports leadership team to accomplish goals, with a focus on eliminating racial disparities, promoting equity and creating a vibrant workplace culture and a dignified experience for residents.
Human Services and Public Health requires its employees to be focused on results for clients and customers; with opportunities for flexibility and an emphasis on work/life balance.

Current Hennepin County employees who refer a candidate hired into an open competitive position may be eligible for a$500referral bonus. For more information visit theemployee referral programpage.

Location and hours:
This position is hybrid and will be performed both onsite at various department facilities and remotely as job duties require. Work hours are primarily days, Monday through Friday. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive$500toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Plan, organize, direct, and evaluate the designated operation of Minnesota Health Care Programs eligibility and operations in Hennepin County.
  • Manage the preparation of periodic reports of program performance, areas for improvement, and progress towards results.
  • Oversee and implement improvement efforts, establish standards for quality of work, select staff, and evaluate employee performance; assist supervisors in operating services, resolving employee discipline, and other supervisory issues.
  • Partner with the community and collaborate with other departments and programs to promote integration and positive outcomes around safety, stability, economic stability, and well-being.
  • Meet and consult with the Minnesota Department of Human Services, advisory boards, and committees and speak to community groups; analyze legislation, develop legislative proposals, and recommend changes in health care policy.
  • Connect with staff at all levels to create a positive and engaged work culture that promotes the county core values.

Need to have:

One of the following:

  • Seven years or more of supervisory experience in an area related to the position.
  • A bachelor's degree in business administration, public administration, healthcare administration, behavioral/social science, public health, or a related field and three years or more of supervisory experience in an area related to the position.
  • A master's degree or higher in one of the above fields and two years or more of supervisory experience in an area related to the position.

  • Experience:
    • Using knowledge of Minnesota health care programs rules and policies relating to eligibility and renewal determinations.
    • Using knowledge of Minnesota health care eligibility systems, including METS, MMIS and MAXIS systems.
    • Establishing and maintaining working relationships and using acollaborative approach to problem solving.
    • Managing and directing work and staff, including demonstrated ability to inspire and motivate others to work toward a shared vision and lead staff through transformational and cultural shifts.
    • Promoting racial equity and addressing disparities within programs and services.
    • Managing large scale operations and programs with oversight from state and federal agencies.
