Duties
The incumbent facilitates achievement of the Department's long range plans relating to the establishment, design, implementation and use of data processing systems and world-class applications for mission achievement
The incumbent manages the Information Assurance (IA) and cybersecurity posture of operational database systems to include the continued improvement and integration of security and threat detection capabilities
The incumbent leads the design and management of Enterprise databases and data access IT capabilities that enable the secure authorized access to information
The incumbent leads the security of systems and IT infrastructure that provide the storage and management of the security and confidentiality of personal identities and consular adjudication decisions

Qualifications
This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration. Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - make decisions or recommendations that significantly influence important agency IT policies or programs
Customer Service - apply new developments to previously unsolvable problems
Oral Communication - develop and present reports, correspondence and briefings
Problem Solving - administer large scale database management systems for mission-critical functions
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with developing and executing a strategic vision and roadmap for a service desk program.
Experience with developing and implementing policies, procedures, and guidelines to streamline incident management processes and enhance efficiency.
Experience with project management of large-scale government IT programs or services.
Experience with implementing and managing an IT Service Management (ITSM) framework.
Experience in working with budgets exceeding $25 million
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
