Position Summary
The Maritime Security & Maritime Domain Awareness (MDA) Instructor will provide instructional support to develop, refine, and deliver course modules for a two-week in-person professional education program in Abidjan, C te d'Ivoire. The program supports the Significant Security Cooperation Initiative (SSCI) and is designed to enhance maritime security and MDA capabilities for C te d'Ivoire naval officials and governmental maritime security stakeholders, with anticipated regional participation from West Africa.
Primary Responsibilities
- Develop and refine course materials, including presentations, case studies, and practical exercises.
- Conduct research to tailor instruction to the West Africa/Gulf of Guinea maritime security context and C te d'Ivoire's national framework.
- Deliver in-person instruction during the two-week course.
- Facilitate scenario-based exercises, group discussions, and applied learning activities.
- Support course execution and contribute to end-of-event observations, recommendations, and lessons learned.
Minimum Technical Requirements
5.1 A minimum of five (5) years of professional experience in maritime security, naval operations, maritime domain awareness (MDA), maritime law enforcement, or a closely related field.
5.2 Demonstrated experience delivering in-person instruction to international audiences in Africa within the past 3-5 years, specifically in one or more of the following subject areas: maritime security, maritime domain awareness, maritime law enforcement, and maritime operations.
5.3 Demonstrated experience teaching or lecturing at a military or defense educational institution.
5.4 Experience facilitating senior -or mid- level military and civilian government participants in a multinational or interagency learning environment.
5.5 Professional certifications relevant to maritime security, intelligence, or maritime domain awareness tools and methodologies.
5.6 Demonstrated ability to design and deliver graduate-level or equivalent professional military education (PME) instructional content to include presentations and practical exercises.
5.7 Demonstrated familiarity with maritime security challenges in West Africa/Gulf of Guinea.
5.8 Identification of an Instructional Lead responsible for supporting onsite course execution, including: coordination and management of course materials, administration and collection of course participant surveys, notetaking and documentation to support after action reports, introduction of speakers between sessions, and ensuring audio/visual readiness and coordination with venue support staff.
5.9 Compliance with Minimum Technical requirements, including submission of signed Letters of Intent (LOI) for Key Personnel, demonstrating recent Africa-based instructional experience and teaching experience at military institutions for foreign military students.
