Job Description and Duties

The CalSTRS Investments Branch is seeking an experienced individual to work as an Investment Officer I on the Investment Compliance team.

CalSTRS Investment Performance & Compliance team is comprised of two units: Investment Performance & Analytics and Investment Compliance. Investment Performance & Analytics ensures data accuracy through a robust examination, resulting in comprehensive performance reporting and analytics. We provide oversight of performance data and cost measurement for Total Fund reporting, attribution analysis, composite construction, investment disclosures and Board presentations for CalSTRS global portfolio. Investment Compliance supports the Investment Branch by providing principles-based recommendations and safeguarding the assets of our members. The primary function is to monitor and implement compliance and ethics activities that enables the Investment Branch to comply with a comprehensive system of policies, processes and procedures designed to prevent, detect and reduce risks which is supported by a culture of integrity.

Under the supervision of the Associate Portfolio Manager (APM) the Investment Officer I (IO I) performs the less complex investment work for the Investment Performance & Compliance unit. The incumbent is responsible for providing investment and financial knowledge to staff and leadership and assist in the oversight of operational complexities in managing the CalSTRS Investment Portfolio. The incumbent works with a high degree of initiative, independence, confidentiality, creativity, and discretionary judgement to perform a wide range of analytical and technical work to support the critical functions of Investments Compliance.

The ideal candidate will possess the following skills:
  • Experience working in investment compliance or operations
  • Experience with project planning or implementation
  • Experience with technology implementations or enhancements
  • Ability to understand technology language to communicate with technology parties
  • Ability to understand and interpret rules, regulations and policies
  • Ability to analyze information and data and present viable recommendations
  • Ability to build and maintain effective working relationships with internal and external customers

An incumbent who possesses a professional certification as a Chartered Financial Analyst (CFA) may receive a 5% monthly base pay differential.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

Working Conditions

CalSTRS offers a hybrid approach with staff working on-site at our Headquarters in West Sacramento 2-3 days per week.

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

CalSTRS Personal Trading Program

Investment Branch employees are required to participate in the CalSTRS Personal Trading Program which allows CalSTRS to monitor employees personal trading transactions in order to reduce risks associated with insider trading, front running, and misusing material non-public information. Upon accepting a position within the Investment Branch, you will be required to disclose your personal broker account information and be required to utilize a personal broker from a designated list as provided by CalSTRS.

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.

CalSTRS Disclosure Requirements
