Essential Expertise and Scope of Work

This role requires a unique combination of technical architecture knowledge, public health domain expertise, and experience with high-stakes government procurement.

1. RFP Development & Procurement Leadership

Drafting & Strategy: Lead the process of drafting a comprehensive RFP per State of Ohio guidelines.
Requirements Gathering: Collaborate with departments to collect and document functional and technical requirements from diverse user groups.
Technical Advisory: Advise on system architecture, platform migration needs, and technical evaluation components, including Service Level Agreements (SLAs) and Data Recovery Plans.
Vendor Management: Leverage deep Vendor Management experience to advise on contract implications, growth opportunities, and resource management over the contract span.

2. Public Health Domain Knowledge (Mandatory)

ODH Application Experience: Direct experience working with ODH IT applications is required.
Immunization Registry: Strong functional knowledge and understanding of applications specifically used for Immunization Registries.
Public Health MIS: 6 years of experience in Public Health Management Information Systems.

3. Quality Assurance & Project Leadership

QA Metrics: Establish and meet quality goals, relevant metrics, and industry best practices for the project.
Business Requirements: 6 years of experience developing complex Business Requirements for large-scale IT systems.
Mentorship: Share knowledge and mentor state staff on defined processes, RFP standards, and proactive problem resolution.
