The client seeks a Contract Specialist. This consultant will be responsible for managing technology contracts.

Office of Information Technology

The Contract Specialist will be responsible for managing technology contracts. The role will involve heavy interaction with local and national IT vendor community and inter-governmental agencies. This role requires a candidate that can efficiently handle extensive research needs and provide recommendations to impacted program areas. The workload is highly process-driven requiring the candidate to be extremely detail oriented.

Scope of Work

The Contract Specialist responsibilities will include but are not limited to:

  • Prepare, review and negotiate contracts for materials and professional services.
  • Assist with cost proposals and Request for Proposal (RFP) requirements.
  • Prepare proposal packages for prospective vendors and evaluate responses.
  • Analyze bids and proposals and ensure that the specifications of binding agreements with vendors comply with policies.
  • Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness.
  • Develop and implement procedures for contract management and administration in compliance with policy.
  • Maintain contractual records and documentation such as contractual changes, vendor information sheets and documentation for all projects.
  • Oversee and execute contract close-outs, extensions and renewals. -Monitor, analyze and report on expenditures, variances and trends on IT's contracts and inter-agency agreements.
  • Monitor performance, funding and payments on assigned contracts. - Prepare, issue and monitor purchase orders for all IT vendors.

The successful candidate should possess the following:

  • Excellent interpersonal, communications, presentation, and superior writing skills; knowledge of the IT systems development life cycle; familiarity with IT project management and quality assurance methodologies.
  • Knowledge of City procurement rules and procedures including the Procurement Policy Board Rules; understanding of business contracts; familiarity with agency operations and oversight functions; previous experience in a municipal environment; experience in contract administration, financial management or procurement; experience with information technology and professional services contracts.
  • Exceptional knowledge and proficient use of Microsoft Office programs such as Excel, Access, Word, PowerPoint, Visio and Project Management software; outstanding team building and customer service skills; organized, flexible and the ability to handle multiple tasks simultaneously under tight deadlines.
