Position Description and Job Skill Set Contractor should have knowledge in the laws, rules and regulations of the E-rate program administered by client entity for telecommunications discounts to schools and libraries. Contractor will perform and/or review site assessments and work with library system directors to determine their local needs. Contractor will work with library system to properly file for discounts in the client portal to obtain E-rate discounts. These services will include knowledge of technology infrastructure and end user devices. Contractor must be familiar with and handle frequent Program Integrity Assurance (PIA) reviews seeking clarification or additional information received from client to overcome obstacles to funding. Required Skills/Experience Minimum 10 years of experience in IT project management; Minimum 5 years of experience working in E-rate; knowledge of client procurement laws; experience in contract administration; experience in strategic planning; experience working with public libraries and library stakeholders. Preferred/Not Required Experience in supervising; public speaking; vendor relations; policy and procedure development Skill Set - Skill Level - Required/Preferred - Notes Operating Systems Windows 10 - Advanced - Required - Utilization Mainframe Management - SME - Preferred - Upgrading and installation and management of OS Programming Language/Development Tools/Required Skills Program Development - SME -Preferred - Management Hardware Networking Hardware - SME - Required - Wireless Access Points, Switches, Routers, Cabling Database Systems/Database Tools Client Portal - SME - Required - Run E-rate reports and file E-rate applications Integrated Library Systems - Intermediate - Preferred - Knowledge for procurement process Framework/SLD/Methodology Project Management - SME - Required - Development, implementation, and coordination from start to finish Staff Supervision - SME - Required - Multiple divisions Procurement - SME - Required - Knowledge of state and local government policies; Development of RFPs; QA/Testing - Approaches, Application ISP Migrations - Advanced - Required - Management, implementation, and coordination Vendor Migrations - SME - Required - Management, implementation, and coordination Notes: Hybrid = travel to onsite at least every two months 30 hours per week.
