Job Title : IT Project Manager (Large-Scale IT Programs, NYS ITSM, PMBOK, PMP, PMI-ACP)

We are currently seeking candidates who meet the following qualifications

Qualifications:

• Extensive experience managing and leading multiple large, complex IT projects in a Project Manager role. Large, complex projects are defined as those with budgets exceeding $1,000,000, durations longer than 12 months, multiple funding sources (including federal and grant funding), third-party vendor management, external stakeholder coordination, multi-tier project teams, and deployments to geographically distributed end users. Experience includes leading and managing at least one large, complex IT project that is completed or in progress and tracked within the NYS ITSM system.
• Proven experience developing and executing comprehensive project plans, including management of Charter, Scope, Schedule, Cost, Quality, Communications, Change, Risk, Issue, and Resource Management plans throughout the full project lifecycle from initiation through closeout. Experience includes leading at least one IT project completed or in progress using the NYS PMBOK framework.
• Strong experience developing, maintaining, and managing detailed project schedules using project tracking tools such as Microsoft Project. This includes monitoring progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies; applying standard project management techniques (e.g., Scrum ceremonies) to update schedules; and presenting schedule and status updates to ITS and client agency leadership.
• Experience developing, documenting, and managing detailed project scope documents; reviewing project deliverables; overseeing the deliverables acceptance process; and utilizing scope and deliverable management processes to control and manage project change requests.
• Demonstrated experience in project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT), defect and metrics management, and adherence to quality governance standards.
• Experience managing Commercial Off-The-Shelf (COTS) software implementations and/or in-house application development projects using the Software Development Life Cycle (SDLC).
• Hands-on experience managing NYS IT projects using New York State Office of Information Technology Services (NYS OITS) standard tools and methodologies, including NYS ITSM, MeasureIT cost planning, PMBOK standards, and NYS project management templates.
• Holds Project Management Professional (PMP) certification from PMI and PMI Agile Certified Practitioner (PMI-ACP) certification.
