Description



This position is the IT functional role of Network Administrator on the IT Infrastructure team performing highly complex duties in the design, development, installation, upgrade, integration, administration, and maintenance of the City of Dothans wired and wireless network infrastructure; server and storage infrastructure; and communications infrastructure. Monitoring the performance and stability of network servers, switch equipment, and communication devices. As the primary role of technical design and installation of network equipment and operation, requiring to include factors of security, routing efficiency, protocols, and processes. This position also serves as the technical design advisor to the fiber network team and/or project lead on difficult and complex network, communications, and configuration issues.

Major Duties



  • Perform highly complex duties at a professional expert level in the design, development, integration and administration of the Citys networks.

  • Responsible for design of the City's network architecture, including switching, routing, overall network services and network security, and participates in researching technology alternatives and planning for expansion of network capacity to support the City mission.

  • Troubleshoots and resolves complex network performance and connectivity problems.

  • Designs and develops complex, multi-segment layer 2/3 network infrastructure.

  • Designs, develops, installs, integrates and maintains the network physical infrastructure incorporating multiple technologies and protocols.

  • Installs, upgrades, replaces, configures, integrates and maintains network hardware, software and devices, including switches, routers, bridges, gateways and cabling and other wiring equipment.

  • Creates, maintains network security controls to ensure confidentiality, integrity and availability of the city systems and data.

  • Advises and consults with other city infrastructure departments with respect to Information Technology infrastructure systems.

  • Assists and recommends in infrastructure planning.

  • Administer and maintain the replacement/upgrade strategy for infrastructure systems.

  • Designs, develops, installs, configures, maintains and troubleshoots the VoIP network infrastructure, including PoE switches, UPSs, power supplies, voice routers, call processing servers, voicemail servers and other VoIP related equipment.

  • Designs, develops, installs, configures, maintains and troubleshoots SANs (Storage Area Networks), fiber channel switches, and associated firmware and software.

  • Designs, develops, installs, configures and maintains network operating systems and network infrastructure systems; configures and maintains network alerting systems, monitors domains performance and audits server logs to identify performance issues and device failures; installs and administers server certificates.

  • Design, install, and administer cloud based wireless access points and associated wireless equipment, devices and software throughout all City locations.

  • Creates and maintains firewalls and authentication systems and encryption methods for wireless networks; troubleshoots and resolves connectivity; monitors for network intrusions, security, and performance.

  • Troubleshoot, diagnose and resolve server connectivity and performance issues; administers network standards, including naming conventions and address protocols; monitors, analyzes and manages network traffic and other conditions to achieve optimal performance and uptime; analyzes data to minimize network congestion.

  • Analyzes network capacity and growth requirements and recommends network infrastructure upgrades and enhancements to meet long-term City needs; develops plans for server room expansion including rack space, floor space, cooling and power requirements; installs server racks, uninterruptible power supplies and other server support equipment; recommends and administers specifications for network hardware, software and cabling upgrades and enhancements.

  • Performs project functions for network installation projects; participates in planning network migration and conversion projects; creates network management scripts to automate monitoring and alerting systems, and network resources; creates scripts to automate bulk configuration changes to network switches.

  • Provides technical expertise for solutions, and field training to technical support team; performs advanced troubleshooting on network hardware, software, connectivity, and data traffic flow; performs third level problem resolution.

  • Maintains an inventory of network hardware components; maintains master network architecture drawing.

  • Designs and recommends network and infrastructure improvements. Makes recommendations on appropriate physical and technical security controls and partners with internal staff to apply and monitor these controls.

  • Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
  • Knowledge of information technology virtual environment.

  • Knowledge of design, operation, and maintenance of complex Layer 2/3 networks.

The Infrastructure Division Manager assigns work in terms of meeting department goals and objectives. The supervisor reviews work against goals responsible to the position through meetings, reports, and observation of department activities.

Guidelines include industry best practices, manufacturer installation, operations and repair manuals, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

Minimum Qualifications


  • Graduation from an *accredited college or university with an Associates degree in Information Technology, Computer Science, Information Assurance, Computer Engineering or a closely related field; and

  • Two (2) years recent experience administering telecom systems, firewalls, and network security; and

  • Five (5) years recent progressive experience administering enterprise-level complex layer 2/3 wired and wireless network infrastructure systems;

OR

  • Graduation from an *accredited college or university with an Associates degree in Information Technology, Computer Science, Information Assurance, Computer Engineering or a closely related field; and

  • Three (3) years current and continuous experience as an IT System Specialist with the City of Dothan; and

  • Three (3) years recent progressive experience maintaining operation of enterprise-level complex layer 2/3 wired and wireless network infrastructure systems.

OR

  • Graduation from an *accredited college or university with an Associates degree in Information Technology, Computer Science, Information Assurance, Computer Engineering or a closely related field; and

  • One (1) year current and continuous experience as an IT Systems Specialist II with the City of Dothan; and

  • One (1) year recent progressive experience maintaining operation of enterprise-level complex layer 2/3 wired and wireless network infrastructure systems.

  • Bachelors degree from an accredited* college or university in Information Technology, Computer Science, Information Assurance, Computer Engineering, or closely related field preferred.
  • Possession of CCNA, CCNP, JNCIP, JCNIE, or MCSE certification is preferred.
