IV&V Consultant will be responsible for ensuring the Program meets its objectives by performing independent assessments of requirements traceability through design, testing, implementation, and implementation outcome alignment with expectations per the requirements and design.
Description
The Program IV&V consultant is responsible for ensuring the Project meets its objectives by performing independent assessments of requirements traceability through design, testing, implementation, and implementation outcome alignment with expectations per the requirements and design. In addition, the IV&V consultant will assess the design and testing of the solution and provide guidance to the Program based on any gaps identified.
Expectations- The Program IV&V consultant shall review and evaluate design, configuration, development, and testing artifacts, and documents.
- The Program IV&V consultant evaluations and assessments will validate whether the Program has met technical quality standards, report root causes of unsatisfactory results and recommend how to eliminate them.
- The Program IV&V consultant cannot be an individual resource or vendor consultant providing services or solutions related to the Program.
- The Program IV&V consultant will report solely to WaTech.
- The Program IV&V consultant will engage effectively with interested parties, being respectful of their time and expertise and in alignment with OFM Policy 2.37 Respectful Work Environment.
- The Program IV&V consultant shall use proven processes, best practices, and applicable standards to conduct reviews that include, but are not limited to, requirements analysis, design reviews, configuration reviews, risk assessment, technical approach, technology change management, requirements traceability documentation, solution integration, solution sustainability, security and privacy (data security, access controls, compliancy checks, audit trails), and testing strategies.
- The Program IV&V consultant will use industry standard tools and methods to ensure the solution functions as intended based on the requirements, user stories, and design.
- The Program IV&V consultant will employ professional writers with the skills and ability to deliver concise and easily navigable documents and deliverables to meet the needs of various audiences. Audiences include but are not limited to Program leadership, executive steering committee members, authorizing environment, technology project oversight, technical and business team members, and general public.
- The Program IV&V consultant shall conduct retrospectives to identify lessons learned from each phase of the project and use these insights to adjust the IV&V approach as needed and to help the program refine its own processes.
- The Program IV&V consultant shall establish a feedback loop that allows IV&V findings to be quickly communicated to WaTech and the Program team, enabling real-time course corrections (within bounds of Program governance), and fostering a culture of continuous improvement.
- The Program IV&V consultant must comply with all WaTech and OFM data security requirements policies and observe industry best practices in accessing, reviewing, sharing, and storing information.
Workday has conducted preliminary validation and quality assurance activities, providing assessments and alignment checks on key functionality within the core finance modules. However, to ensure that all aspects of the implementation meet the state's objectives and standards, the IV&V consultant is expected to conduct an independent, comprehensive assessment. This includes revisiting and validating areas already examined by Workday, thus providing an impartial perspective on whether the solution aligns fully with the state's requirements and design specifications. The IV&V consultants's assessment is crucial for identifying any overlooked risks, discrepancies, or optimization opportunities, offering an additional layer of confidence that the implementation will meet both technical and operational requirements and needs across all impacted state agencies.
Skills and Experience
A Program IV&V consultant who is Workday certified is preferred.
Must have a minimum of:
- Ten years of software development and ERP configuration and implementation experience on projects comparable in size and scale to the One Washington program; or
- Ten years providing IV&V services to a project or program of comparable size.
