Job Responsibilities

35% Under administrative direction, serves as a JEE/DB2 WIA IT Developer for the Department of Innovation & Technology (DoIT), supporting the Department of Commerce & Economic Opportunity (DCEO):

• Performs complex professional and advisory functions related to applications services
• Designs, develops, and maintains the online entry, edit, inquiry, output, and utility functions for the agencys statewide web-based Illinois Workforce Development System (IWDS) application
• Enhances and maintains functions and reports for the Automation of Compliance Monitoring Events System (ACME) to support desk and field monitoring of Workforce Investment Act (WIA) and Trade grantees
• Troubleshoots and investigates IWDS and ACME system related issues
• Provides guidance, issue resolution, and support for fulfilling data collection, calculation, and reporting requirements for the US Department of Labor Workforce Investment Act (WIA) and Trade Adjustment Act (TAA) required performance measures and statewide Performance Management System (PMS)
• Reviews federal and state policy, guidance, and instruction documents related to the Illinois WIA and Trade environments for the identification and development of required system change specifications
• Assists in the support of eGrants and other Agency VB.NET and SQL Server database systems
• Utilizes DB2, Oracle, SQL, DDL, DML statement, and UNIX/AIX in performance of duties

25% Develops, maintains, manages, and monitors IWDS and ACME system databases reports and user access:

• Batches java, UNIX shell scripts, and job scheduling with CRON
• Batches mainframe Job Control Language (JCL) jobs and COBOL modules using TSO/ISPF/PVCS and MVS, SQL, and DB2 system databases including data, tables, indexes, views, and stored procedures using AQT and SQL
• Manages the deployment of production, test, and ad-hoc reports to the reports server using Crystal reports, Reports Design, and SQL
• Manages and deploys IWDS application Enterprise Archive (EAR) files after revisions to the online code base using ANT to produce EAR files
• Manages application source code
• Monitors the execution of mainframe and UNIX scheduled batch processes
• Monitors on-demand processes
• Develops and maintains VB.Net, ASP pages, SQL Server databases, SharePoint sites, lists and document libraries
• Develops and maintains reports using SQL Server Reporting Services
• Utilizes VI Editor, WebSphere, MS Visual Studio, SharePoint Server, SharePoint Services, SharePoint Designer, Virtual PC, IIS, and InfoPath in performance of duties

15% Manages test and training environments supporting user acceptance testing and user training utilizing Apache Tomcat for web testing:

• Reviews customer data change requests from statewide training/service providers, LWIA, and Agency staff to identify, summarize, and report the performance reporting impact before a data change is approved or denied
• Develops and maintains system Java, JSP, and HTML modules required by change specifications, user requests, and documented defects
• Manages database content for the application development utilizing Eclipse
• Coordinates and develops testing scenarios

15% Serves as a team leader to assist Workforce Bureau and Information Office Management on designated projects:

• Evaluates the scope and complexity of work assignments and sets realistic completion dates
• Plans and manages workload to ensure accurate and timely completion of all assignments
• Coordinates and documents development work on Workforce and Agency projects utilizing Microsoft Team Foundation Server and DCEO's Programming Service Request (PSR) system
• Notifies Systems Development Manager of progress and/or problems/issues impeding project progress

5% Keeps abreast of new developments in the background check field:

• Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on products, vendors, techniques and procedures
• Attends demonstrations and exhibitions related to assigned operations

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
• Requires three (3) years of professional experience in application services, applications development, or a related information Technology field.

Specialized Skills

• Requires three (3) years of professional experience in application development.
• Requires three (3) years of professional experience designing, developing, and performing maintenance of governmental IT systems.
• Requires three (3) years of professional experience with DB2, Oracle, SQL, DDL, or DML statement.
• Requires three (3) years of professional experience with JAVA, JSP, HTML, COBOL(MVS), UNIX/AIX, or MVS operating systems.

Preferred Qualifications (In Order of Significance)

• Three (3) years of professional experience in application development.
• Three (3) years of professional experience designing, developing, and performing maintenance of governmental IT systems.
• Three (3) years of professional experience with DB2, Oracle, SQL, DDL, or DML statement.
• Three (3) years of professional experience with JAVA, JSP, HTML, COBOL(MVS), UNIX/AIX, or MVS operating systems.
• Three (3) years of professional experience leading a team in an Information Technology environment.
• Three (3) years of professional experience with UNIX tools (UNIX shell scripts, scheduler (CRON), or VI Editor.
• Three (3) years of professional experience with Mainframe tools (JCL, TSO/ISPF, or PVCS Version Manager).
• Three (3) years of professional experience with Crystal Reports, Reports Designer, SQL Designer, Eclipse, Apache-Tomcat, WebSphere, ANT, or AQT.
• Extensive knowledge of VB.NET, Team Foundation Server, MS Visual Studio, SharePoint Server, SharePoint Services, SharePoint Designer, Virtual PC, SQL Server, IIS, or InfoPath.
• Developed verbal and written communication skills to present information to others with clarity and precision.
• Ability to analyze and diagnose system issues and coordinate efforts to resolve.
• Ability to coordinate the activities of work associates to achieve desired results.
• Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
