Position Summary
We are seeking an enterprise-level Azure DevOps Engineer & Administrator to support mission-critical public systems and cloud modernization initiatives. This role is responsible for architecting, securing, and maintaining Azure DevOps and GitHub Enterprise environments, implementing CI/CD automation, and ensuring compliance with stringent security frameworks.
The ideal candidate brings a blend of robust platform administration, hands-on pipeline engineering, and experience working within highly regulated, policy-driven cloud environments.
Work Schedule & Remote Logistics-
Hours: Full-time, 40 hours per week (8:30 AM to 5:00 PM, Monday through Friday).

First 3 Months: Required in the office every Wednesday and Thursday (8:30 AM - 4:30 PM).

After 3 Months: In-office requirement reduces to 1 day per month (the first Wednesday of each month).

Work Location: Headquarter offices in Harrisburg, PA. Candidates must maintain a secure, high-speed internet connection when teleworking.

Security & Onboarding: The office location is on a secure floor. The selected resource will be required to clear a comprehensive background check and provide a $20 money order/check on day one for security badging.

Administer and optimize Azure DevOps Services holistically (Boards, Repos, Pipelines, Artifacts, Test Plans).
-
Configure branch policies, security groups, service connections, and self-hosted agent pools.
-
Administer GitHub Enterprise (Cloud or Server), including organizations, repositories, teams, permissions, and SSO integrations.

Manage Role-Based Access Control (RBAC), access reviews, audit logs, and compliance configurations aligned with federal identity and security requirements.

Provide architectural guidance to application teams to elevate their overall DevOps Maturity level.

Support migration tracks between Azure DevOps and GitHub when required.
-
Design, build, and maintain secure, reusable manual and YAML-based CI/CD pipelines in Azure Pipelines and GitHub Actions.

Integrate automated testing, code quality scanning, artifact management, and strict approval workflows.

Connect pipelines natively with core Azure services, including App Services, AKS (Azure Kubernetes Service), Azure Functions, Azure SQL, Key Vault, and Azure Storage.

Implement reusable pipeline templates, workflow automation, and environment-based deployment strategies.

Collaborate closely with development, cloud engineering, cybersecurity, and infrastructure teams to support modernization goals.

Provide technical mentorship to junior engineers and contribute heavily to internal DevOps standards, playbooks, and operational documentation.

Provide guidance on Git workflows, automation strategies, and AI platforms (including GitHub Copilot).

5+ Years of Experience: Proven dual-track experience acting as both an Azure DevOps Developer and Platform Administrator.

Platform Mastery: Strong hands-on proficiency administering Azure DevOps Services and GitHub Enterprise (Cloud/Server).

Infrastructure as Code (IaC): Solid understanding and production-level experience with Terraform, Bicep, or ARM templates.

Scripting Automation: Strong proficiency with scripting languages, specifically PowerShell.

Version Control: Deep expertise in Git, branching methodologies (Gitflow, trunk-based, etc.), and governance policies.

Regulated Environments: Experience supporting cloud systems in highly structured, regulated, or compliance-driven sectors.

Certifications: Microsoft certifications (AZ-400, AZ-104, AZ-305) or GitHub certifications (Foundations, Actions, Administration).

Monitoring Tooling: Practical experience with Azure Monitor, Application Insights, and Log Analytics.

Development Background: Core experience working within a .NET, Java, or Node.js development ecosystem.

Advanced Pipelines: Deep focus on building complex YAML pipelines across both Azure Pipelines and GitHub Actions.

Familiarity or skills with enterprise AI platforms and copilot utilities.
