Job Description
Federally Facilitated Exchange (FFE) oversight programs ensure the federal health insurance marketplace (HealthCare.gov) runs properly and follows the Affordable Care Act. Oversight activities can involve the following:
- Analyzing data and conducting audits to maintain marketplace integrity; identifying any problems—technical, regulatory, or accuracy‑related.
- Enforcing agent and broker activities such as registration, licensing, and consumer enrollment.
- Reviewing and responding to agent and broker inquiries to guide compliance actions.
- Assessing Enhanced Direct Enrollment (EDE) entities’ compliance with program requirements.
Role:
We are seeking a highly skilled Lead Technical Analyst to support technical, analytical, and operational activities. This role provides expert analysis, develops and maintains oversight tools, supports audit and compliance functions, and helps guide technical requirements for Marketplace systems.
The Lead Technical Analyst plays a central role in supporting CMS’s Marketplace Plan Management Group (MPMG) by integrating data, refining oversight processes, and ensuring technical accuracy across all program areas. This position is ideal for someone who excels in complex analysis, system requirements, and translating program needs into technical solutions.
Responsibilities:
- Lead the development and maintenance of data analysis protocols, analytic models, dashboards, and performance monitoring tools.
- Conduct advanced data reviews integrating issuer information, audit findings, complaints, enrollment accuracy, and compliance indicators.
- Support risk assessments that identify at‑risk issuers or entities requiring targeted oversight.
- Develop and update business and technical requirements for systems supporting FFE oversight activities.
- Maintain audit tools, audit scenarios, and documentation for Direct Enrollment (DE/EDE) eligibility testing and website audits.
- Review technical documentation, readiness materials, and audit artifacts to ensure compliance with Marketplace standards.
- Develop and maintain SOPs, process flows, templates, and technical guidance materials.
- Collaborate with CMS technical teams, program staff, and other contractors on system integrations, test planning, and process enhancements.
- Ensure all technical documentation and data handling aligns with federal security, privacy, and accessibility requirements.
Requirements:
- At least 3 years of experience supervising and managing multi-disciplined work teams;
- At least 5 years of experience in the following areas (or an equivalent combination of education and work experience):
- Proficiency in programming, web programming or data manipulation;
- Design, management, and oversight of databases, particularly in the area of health insurance data;
- Proficiency in SAS, SQL, Microsoft Access, and Microsoft Excel;
- Information technology build (hardware & software), data architecture, and health informatics;
- Working in integration tiers, using XML/Web Services. In addition, this staff shall be familiar with portal technologies and User Interface design. This staff shall be able to support the use of Enterprise Identity Management (EIDM) utilizing LDAP;
- The ability to implement requested technical specifications associated with compliance incident tracking and oversight activities;
- A Master’s degree in computer science, information systems management, or related field or equivalent combination of education and experience
