Overview:
Partners For Quality Inc. (PFQ) is a private, non-profit organization based in Robinson Township. Partners For Quality provides administrative management to five subsidiary organizations that support local individuals with intellectual & developmental disabilities and behavioral health challenges. PFQs management services include Fiscal (including payroll), HR, IT and Communications thus allowing subsidiaries to focus on their day-to-day priorities. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the Partners For Quality Foundation. Through these subsidiaries, we provide community-based supports and services to 5,000 adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.

Responsibilities:
Responsible to the Chief Human Resources Officer and Executive Director of Human Resources for overseeing and managing the Talent Development Team and training across Partners For Quality (PFQ) as well as supporting and collaborating with all PFQ subsidiaries. Responsibilities shall be completed in a manner consistent with the vision, mission and values of the Agency.

  • Oversees the PFQ Talent Development Team
  • Supervises, mentors and evaluates the Talent Development Specialists
  • Collaborates with team to ensure orientation and annual training meets regulatory requirements for all employees
  • Assign Talent Development Specialists to develop and implement new trainings or individualized trainings as required.
  • Collaborates closely with key internal stakeholders to identify, prioritize, and define organizational needs and to develop, implement and evaluate training curricula.
  • Conducts consultations, facilitates discussions, and leads the analysis and identification of internal customers learning needs.
  • Develops customized strategies and plans to effectively and efficiently address these needs.
  • Defines the methods and metrics to track, monitor and measure progress for learning-related goals.
  • Evaluates systems, processes and procedures for potential improvements and implements these improvements as required.
  • Oversees and participates in the development of training materials.
  • Oversees the Learning Management System (LMS) as an administrator

Qualifications:
  • Bachelor's Degree in Human Resources Management or related field and four (4) years of direct Human Resources training experience.
OR
  • Master's Degree in Human Resources or related field and two (2) years of direct Human Resources training experience.
  • Two (2) years experience working in a Learning Management System
  • Two (2) years experience in staff supervision/management
  • Act 33, Act 34, and FBI clearances
  • Current Drivers license and use of personal vehicle
  • Excellent references, both personal and professional
