Maintenance Working Foreman, Solid Waste and Recycling (Internal) Position Summary Full‑time, 12‑month AFSCME position. Responsible for the upkeep, maintenance, and repair of all aspects related to solid waste and recycling on the Main Campus. Tour of duty: 7:30 a.m. – 4:00 p.m., Monday‑Friday (Sunday/Monday are days off). Initial assignment only; subject to change according to institutional needs. This is an essential position. Applicants must be able to demonstrate employment eligibility in accordance with the Immigration Reform and Control Act of 1986. The position is governed by the AFSCME unit agreement. Responsibilities Operational Oversight: Manage daily collection, transportation, and processing of solid waste and recyclables. Ensure safe, efficient, and timely service delivery. Program Development: Design and implement waste‑reduction and recycling initiatives, including composting and sustainability programs. Regulatory Compliance: Ensure adherence to local, state, and federal environmental regulations, including proper handling of hazardous and special waste. Financial Management: Assist with the preparation and monitoring of budgets, control costs, and track program expenditures. Contract Administration: Oversee service contracts with vendors and contractors, including performance monitoring and compliance. Staff Leadership: Supervise and train full‑time and student personnel involved in collection, facility operations, and recycling education. Community Engagement: May assist with outreach programs to promote recycling and waste reduction. Respond to public inquiries and concerns. Data & Reporting: Collect and analyze operational data, prepare reports, and recommend improvements for efficiency and sustainability. Innovation: Identify and implement new technologies and best practices to enhance recycling rates and reduce environmental impact. Groundskeeping: Perform mowing, trimming, raking, sweeping, and removal of refuse. Maintain Emergency Communications: Keep a Nextel/phone available for emergencies. On‑call Support: During winter months, serve on‑call and assist with snow removal operations at any BSU campus. Other related duties as assigned. Required Qualifications Knowledge of the types and uses of equipment and materials used for solid waste and recycling. Knowledge of the safety practices and procedures followed in solid waste and recycling. Knowledge of standard preventive maintenance procedures for solid waste and recycling. Knowledge of small hand tools such as pliers, screwdrivers, hammers, etc. Knowledge of hand‑held power tools such as drills. Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, etc. Skill in using hand‑held power tools such as drills. Ability to supervise: plan and assign work, control work through periodic review, determine training needs, motivate, initiate disciplinary action as necessary. Ability to follow oral and written instructions. Ability to give oral instructions in a precise, understandable manner. Ability to read and interpret documents such as plans, blueprints, specifications, drawings, job layouts, and schematics. Ability to understand, explain and apply policies, procedures, specifications, standards and guidelines governing assigned unit activities. Ability to establish and maintain harmonious working relationships with others. Ability to exercise sound judgment. Ability to maintain accurate records. Ability to stand for prolonged periods. Ability to lift and carry heavy objects. Ability to climb ladders and scaffolds. Physical stamina and endurance. Mechanical aptitude. Manual dexterity. Knowledge of tools and equipment used in groundskeeping. Ability to operate a motor vehicle and possess a valid current driver’s license (daily travel required). Preferred Qualifications Snow removal experience. Hoisting License 2A. Commercial Driver’s License class B with air‑brake endorsement. Computer skills (Microsoft Outlook, Word, Excel, internet, etc.) strongly desired. Proven ability to work independently.
