The ideal candidate will demonstrate an ability to manage multiple projects and services and has the knowledge and skills to prepare reports and interpret complex data to make recommendations to enhance department services and operations in support of identified areas, the Baldwin Park Business Association and the San Gabriel Valley Economic Partnership. Position The Management Analyst in the Community Development Department will work closely with the department leadership team to support department‑wide initiatives within the Economic Development, Building, Housing, and Planning Division. Essential Duties and Responsibilities Oversee assigned programs and administrative support functions and specialized department programs. Assist in drafting and implementing policies and procedures; assist in the preparation of ordinances and other supporting program documents. Assist in developing City’s processes responsive to the needs of the City and business community. Collect, compile, and analyze information from various sources on a variety of specialized topics related to programs administered by the position or by management staff including complex financial, budget, or administrative issues. Prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations. Conduct surveys and perform research and statistical analyses on administrative, fiscal, and operational problems or issues; monitor legislation and analyze proposed legislation. Serve as a liaison with other departments, State agencies, cities, and community groups. Compile information and prepare manuals, documents, resolutions, or publications relating to administrative, fiscal, or operational issues. Provide assistance to department management, other City personnel, and the public regarding administrative, fiscal, strategic planning or operational issues, policies, or procedures; direct the work of others involved in related activity. Support the relationship between the City of Baldwin Park and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintain confidentiality of work‑related issues and City information; perform other duties as required or assigned. Knowledge of General principles and practices of municipal government management. Pertinent federal, state, and local laws, codes, and regulations. General principles and practices of municipal government budget preparation and administration. Principles and techniques related to business financing, employment development, and related programs. Sources of information related to a broad range of municipal programs, services and administration. Basic statistical methods and management analysis. Modern office procedures, methods, and computer software and hardware. Terminology used in area of assignment. Principles and practices of effective supervision, performance management, financial analysis and negotiating techniques. Ability to Coordinate multiple projects and meet critical deadlines. Work independently and exercise considerable independent judgement in resolving issues. Prepare comprehensive written and oral reports. Communicate clearly and concisely, both orally and in writing. Self‑start and meet established deadlines. Interpret and apply federal, state and local policies, procedures, laws and regulations. Effectively establish and maintain working relationships with staff, management, City departments, community organizations, boards, commissions, and the public. Understand the organization and operation of the department and of outside agencies as necessary to assume assigned responsibilities. Recommend policies and implement programs in support of the assigned department or programs. Experience and Education Any combination of training, experience, and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Three (3) years of increasingly responsible experience in public administration, community or economic development, business administration or a closely related field; and Equivalent to a bachelor’s degree from an accredited college or university with a degree in public or business administration, urban planning, community development, economics, or a closely related field; and A California Driver's License.
