Description

The City of Richmond Police Department is a dynamic law enforcement agency. We are a high-energy agency looking for an enthusiastic, goal-oriented, and analytical team player. The Department is seeking a self-motivated individual to serve as a Management Analyst, Principal within Business Service's Financial Management.

This position is responsible for providing budget planning and analysis among all agency functional and program areas. The incumbent will provide fiscal information and analysis directly to agency managers, staff and senior management. The incumbent will also provide budget information and work with the Financial Management Deputy Director and the City's Department of Budget and Strategic Planning to prepare and monitor the agency's annual operating and capital budget.
Successful completion of an interview, thorough background investigation, which may include a polygraph exam and drug/alcohol screening, is required. Please note that the Police Department background process may take up to 60-90 days. An applicant disqualified from the Police background process may reapply a year after disqualification.

Duties include but are not limited to

  • Providing professional analysis, leadership, and expert level support, and display expertise in a variety of business management functions.
  • Providing policy support and program/project administration, independent evaluation, analysis, conclusions, and recommendations.
  • Analyzing complex issues to facilitate and execute decision-making;
  • Serving on inter- and intra-departmental committees and task forces;
  • Drafting and revising documents;
  • Overseeing financial transactions;
  • Performing complex financial analyses;
  • Researching, developing, writing, and editing complex reports and plans;
  • Preparing financial forecasts, reports, presentations, and budgets;
  • Coordinating budget preparation;
  • Compiling and analyzing statistical data;
  • Overseeing and processing complex financial transactions;
  • Conducting operational reviews and preparing reports of findings and recommendations.

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of account management; analysis and reporting of data; accounting; budget; economics; management practices / best practices; City wide governmental budgeting principals; department/background in focus area; City rules and regulations; basic knowledge of City departments and functions; business recovery and sustainability; computer programs; consolidations; Microsoft Office Suite products (e.g. Word, Excel, PowerPoint, Outlook); electronic databases and related software applications in the area of focus (such as RAPIDS, Pentana Audit Work System (PAWS), Express Reports); local and regional government operations; logistics; marketing and public relations; strategic planning; tourism industry, economic and community development. Demonstrated skill analyzing complex issues; assisting leaders in focus area; building budgets and forecasts; collecting, assembling, verifying, and analyzing data on various platforms and databases; communicating with various internal and external departments; dealing with customer complaints; deploying City resources effectively; developing a vast network of contacts with City and outside agencies; developing an extensive, institutional knowledge of the organization; developing and implementing new projects; ensuring compliance to rules and regulations; leading and managing city-wide programs; negotiating; overseeing area of focus; preparing and analyzing contractual obligations; providing executive management support and analysis; using relevant equipment such as sound podiums; working with immediate/time sensitive requests; writing various correspondences and documents; communicating verbally and in writing; delivering quality customer service. Demonstrated ability to adapt; analyze; make decisions; solve complex problems; be flexible.


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business or public administration, or field related to assignment
  • Five years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • A Master's degree in business or public administration is preferred
