Under limited supervision, is responsible for the administration and the supervision of personnel which typically includes recommendations for hiring and firing, performance evaluation, training, work allocation and problem resolution. Analyzes trends, costs, revenues, financial commitments, and obligations to predict future revenues and expenses. Coordinates accounting activities with other departments and provides assistance to other staff. Reports to the Director of Finance. SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS Supervises subordinate accounting staff, which includes utility billing coordinator, code enforcement officer, tax clerk, finance accountant and customer service representatives, on a daily basis; conducts interviews and makes hiring recommendations to Director of Finance; provides training, guidance, assistance, direction and instruction to accounting staff as needed, administers disciplinary actions in compliance with personnel policies and procedures; reviews work completed to ensure accuracy and completeness; conducts job performance reviews and makes recommendations as appropriate. Oversees bi-weekly City wide payroll including oversight of recording journal entries, files and retrieval of payroll reports and records; maintenance and updates all employee vacation and sick leave records; closing payroll at month, quarter and year end. Oversees accounts payable by reviewing invoices and purchase orders. Oversees preparation of voucher checks for accounts payable and problems with invoices or purchase orders. Approves purchase orders for payment in the absence of the Director of Finance. Provides assistance to the Director of Finance and independent external auditor with conducting the annual audit as needed. Provides assistance to the Director of Finance with preparation of various interim and detail financial reports for the City Administrator and City Council; assists in preparation of the City’s Comprehensive Annual Financial Report (CAFR) in compliance with appropriate GASB Standards. Facilitates and participates in the monthly reconciliation of bank statements, loan statements and fixed assets; resolves statement problems in a timely fashion. Oversees preparation of various sales tax reports and ensures submission of payments to proper authorities. Compiles financial information, processes journal entries into various accounts and reconciles reports and financial data and submits balanced reports to the Director of Finance including special project reports. Oversees biweekly, monthly, quarterly, and annual withholding reports and checks for submission to appropriate agency as required, such as S.C. Retirement System, S.C. Police Retirement System, FICA, S.C. Unemployment Compensation, Credit Union, Internal Revenue Service, W-2's, 1099’s, etc. Receipts CD payments, COBRA payments and retiree health insurance payments from participants; submits to cashier. Prepares monthly schedule for deposit preparation and rotation for the bank and post office. Provides assistance to employees, supervisor, members of the public, etc., as needed. Makes recommendations and participates in the Finance and Utilities Finance Departments budget preparation. Receives and/or reviews timesheets for payroll, bank statements, revenue bond installment notices, Citywide invoices for utilities and cell phones, monthly medical and dental insurance invoices, etc. Oversees processing of payroll reports and checks for employee deductions, accounts payables vouchers and checks, South Carolina Retirement System reports, South Carolina Police Retirement System reports, W-2’s, 1099’s, Employer’s Quarterly Federal Tax Returns – 941, etc. Ensures that funds are properly coded and deposited in the general ledger. Refers to the City of North Augusta budget, Personnel Policies and Procedures Manual, South Carolina Retirement System Employer’s Manual, various IRS publications, Employer’s Tax Guide, calendars, schedules, etc. Uses computer software to include online banking software, CSI/Harris, Microsoft Office Package, various 3rd party programs, the Archer Employee Appraisal System, etc. Uses various office equipment including a computer, printer, postage meter, fax machine, typewriter, calculator, telephone, etc. Uses various office and clerical supplies. Communicates or interacts with various federal and State agencies, Finance Department employees, the City Administrator, Department Directors, vendors, co-workers, the general public, etc. ESSENTIAL SAFETY FUNCTIONS It is the responsibility of each employee to comply with established policies, procedures and safe work practices.
