The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Early Childhood and Family Support Division.

The Program Specialist position is located in the Family and Community Health Bureau and is dedicated to overseeing the implementation of federal grants focused on Maternal Health. This position ensures the development of state policies, protocols, and guidelines; and serves as a professional liaison with a variety of stakeholders such as clinicians, hospitals, and health departments to ensure their participation and input are considered in program planning.

  • Excellent written and verbal communication skills including public speaking.
  • Strong attention to detail and organizational skills.
  • Excellent and proven interpersonal skills.
  • Ability to research, develop, and implement public health interventions.
  • Ability to facilitate stakeholder meetings.
  • Ability to prepare reports, presentations, and other communication for the program.
  • Ability to gather, correlates, and analyzes facts to identify and solve problems.
  • Ability to create and present trainings to contractors and the public as needed.
  • Ability to use computer, databases, and spreadsheet applications.
  • Meet minimum qualifications:
    • Bachelors degree in public administration, health education, early childhood development/education or other behavioral or social science related field.
    • Two years of job-related public health program experience including contracts and direct training experience.
    • Experience evaluating, developing, and writing grant responses preferred.
    • Other combinations of directly related education and experience may be considered on a case-by-case basis.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.


This position may be eligible for a statutory $1.50 an hour base pay increase effective July 1, 2024.

This position is open until filled with frequent screening of applicants. The first screening of candidates will take place two weeks from the posting date.


Applicant Pool Statement: If another department vacancy occurs in this job title within six months, the same applicant pool may be used for the selection.
Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.
