Overview

We are hiring a Purchasing and Contracts Supervisor to provide advanced level purchasing and contract technical support to all divisions in the Multnomah County Sheriffs Office (MCSO): Executive, Business Services, Corrections Facilities, Agency Services, and Law Enforcement. You will lead the development and implementation of new procurements and contracting processes and tools to enhance MCSOs capacity to source, procure, negotiate, contract, administer, and monitor a large volume of procurements and contracts.

Your primary responsibilities would include:
  • Develop and oversee processes and procedures for the assignment of work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods and procedures; with the review and approval of the MCSO Finance Manager, implements needed work processes, automation improvements and methods for improving and sustaining quality customer service.
  • Assist in the development and administration of the Purchasing & Contracts budget; participate in forecasting additional funds for staffing and resources; prepare various financial and management reports on purchasing and contracts operations and activities.
  • Participate in the development of rules, policies and procedures and provide staff with feedback on new countywide issues and projects.
  • Respond to and resolve confidential and sensitive inquiries related to staffing, purchasing, and contracts; investigate complaints and recommend corrective action as necessary.
  • Manage the development of specifications for quotes, intermediate proposals and formal bid process as requested by MCSO staff. Mentor and coach staff on the laws and regulations applicable to County bidding and purchasing operations.
  • Develop and maintain strong collaborative relationships with Central Purchasing, County Legal and other departments to deliver effective and efficient services with low risk and high levels of compliance to the County.
  • Manage the creation of purchase orders from the County's financial and purchasing systems, market research for products or services to provide information to MCSO customers and be able to make informed decisions for purchases.
  • Perform other duties as assigned.

Minimum Qualifications/Transferable Skills*:
  • A Bachelors degree from an accredited college or university. Additional qualifying experience may be considered as a substitute for education on a year for year basis.
  • Three (3) years of progressively responsible purchasing or contract management experience is required. Including, at least one (1) year of supervision or leadership responsibilities.
  • Must pass a thorough background investigation which includes, but is not limited to, a review of applicants criminal, civil, driving, credit, military, educational, and employment history.
Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.   • Additional licensure or certification such as NIGP Certified Procurement Professional (NIGP-CPP), Certified Public Procurement Officer (CPPO), or Certified Professional Public Buyer (CPPB).

Location: You will work onsite at the Columbia Gorge Corporate Center, 2955 NE 172nd Place, Gresham, OR 97230.
Schedule: Positions are full-time (40 hours per week, 8-hour shifts). The work schedule is Monday-Friday, with flexible work hours. During the initial training period you will work 7:00 AM- 3:30 PM. Due to business needs, this position is in-person with ad-hoc telework after a training period has been completed (telework is infrequent/occasional on a case-by-case basis). All employees must reside in Oregon or Washington. This requirement is due to payroll & taxes, as well as workers compensation insurance and liability issues. Schedule details will be determined with the manager.
