The National Policy Consensus Center is working to fully develop a robust spectrum of collaborative governance activities to improve governance and outcomes for communities and their leaders.

The Center houses the following programs:
  • Oregon Solutions-the states program for collaborative implementation.


  • Oregon Consensus-the states program for collaborative public policy development and dispute resolution.

  • Oregons Kitchen Table-an experiment that sets the table for all Oregonians to weigh in on our most urgent public issues.

  • National Program-a national program to test and disseminate new collaborative governance models.

  • Professional Development Program-customized training for professionals, teams and leaders that expand the capacity for collaborative governance within the region.

  • Academic Programs-training in public policy facilitation and internship opportunities for graduate students throughout the Oregon University System.

Position Summary
As part of the National Policy Consensus Center (NPCC) fiscal team, the NPCC Accountant will devise, implement, and maintain fiscal functions within NPCC and its programs. NPCC is a highly specialized, non-academic, technical unit.

The NPCC Accountant will employ generally accepted accounting principles and theory of internal control with technical theory, and statistical methods to record, and classify revenue, expenditure, and other business data within NPCC. This employee will work with a variety of funds and fund types devising, implementing, and maintaining NPCC accounting records/reports with and within the PSU Financial Information System (FIS) by correctly allocating charges to funds by program and project; classifying accounting transactions by type; analyzing complex center and project data to prepare various financial reports; and maintaining accounting controls in accordance with statutory requirements, university policy and general accounting principles and procedures.

The employee will also analyze and interpret departmental financial information with a high degree of accuracy and ensure compliance with accounting standards.

Minimum Qualifications from Classification
  • Bachelors degree with a CPA or PA certificate and three years of accounting experience*, OR

  • Bachelors degree with 30 quarter (20 semester) hours of accounting courses and three years of accounting experience*; OR

  • 30 quarter (20 semester) hours of college-level accounting courses and five years of experience*.

  • Accounting experience must include at least 6 of the following:

  • documenting and resolving problems within an accounting system;

  • classifying revenues and expenditures to funds and accounts;

  • ensuring accounting system conforms with applicable controls;

  • reconciling accounts to general or control ledgers;

  • preparing journal vouchers;

  • applying accounting principles to one or more functional areas; i.e., AR, AP, etc.;

  • tracing errors through accounting system;

  • processing data using a computer;

  • communicating technical material orally and in writing;

  • applying computer report information;

  • knowledge of governmental and fund accounting;

  • applying PC spreadsheet, database, and word processing software.

Additional Minimum Qualifications for this Position
  • Experience with Financial Information Systems within a program based budgeting format.
  • Intermediate experience with MS Excel.


Preferred Qualifications
  • Qualifications with 3+ year of related experience.
  • Experience and knowledge of public higher education issues and administrative procedures and practices, especially within PSU.
  • Grant and Contract pre-post award coordination experience.
  • Ability to develop creative systems and process improvements.
  • Excellent organizational skills with a focus on managing needs of multiple programs, deadlines, and Program Directors, staff and project participants.
  • Excellent oral and written skills.
  • Excellent interpersonal skills.
  • Expert in Microsoft Excel.
  • Proficient in MS Office Suite, and Google Apps.

The starting salary rate for this position will be between $23.69 and $27.31 per hour. The starting salary may be negotiable above this range, however it will be dependent upon the knowledge, experience, skills and abilities of the chosen candidate, the budget of the hiring department, and approval from HR.
