Duties

  • Develops long-term plans, including financial plans, personnel and manpower plans, contract management plans, and operating budgets for the Division.
  • Identifies actual and potential problems, summarizes historical data from current and prior years, and identifies significant trends.
  • Responsible for justification and supporting documentation development throughout the budget processing cycle, Program Objective Memorandum (POM), budget estimate, execution budget and tracking through the accounting process.
  • Oversees the development of personnel and organizational plans to support new missions for the Division.
  • Evaluates funding resource plans and specifications in coordination with cost analysts to develop cost data and manages/formulates project budget requirements and strategies for all aspects of the Digital Talent Management functional areas.
  • Coordinates procurement and acquisition packages with respect to funding resources and competitive sources as required by acquisition/procurement regulations.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled.

Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience in applying the principles of management and strategic planning to address diverse, complex issues which often cross multiple projects/programs or functional/technical areas, to include managing the constraints of cost, schedule, and performance; long range planning for acquisition programs; acquisition program budget and financial management; and program execution.
