Operations Manager Underground Pipe & Inspection Services Position Summary

The Operations Manager Underground Pipe & Inspection Services is responsible for overseeing all aspects of underground utility inspection, cleaning, testing, and rehabilitation projects. This role manages field crews, project schedules, budgets, and client communication to ensure that work is completed safely, efficiently, and in compliance with all contractual and regulatory requirements. The Operations Manager serves as the primary liaison between clients, field operations, and company leadership.

Key Responsibilities Project Planning & Management

Plan, schedule, and coordinate multiple concurrent projects related to Hydro Excavation, CCTV Pipe Inspection, Cross Bore Inspection, Mandrel Testing, Vacuum Manhole Testing, Sewer and Storm Pipe Cleaning, Air Pressure Testing, Epoxy Application, and Chemical Grout Injection.
Review project specifications, plans, and bid documents to determine work scope, materials, labor, and equipment needs.
Develop and maintain detailed project schedules and ensure adherence to deadlines.
Coordinate with clients, engineers, and municipal representatives to resolve technical or logistical challenges.

Crew Oversight & Field Operations

Supervise and support field crews performing inspection, cleaning, and rehabilitation services.
Ensure all work is performed safely and meets company and OSHA standards.
Conduct site visits to monitor progress, verify quality, and ensure compliance with specifications.
Allocate personnel, trucks, and equipment based on project priorities.
Provide technical guidance and training to field staff on procedures and best practices.

Financial Management

Manage project budgets, cost tracking, and profitability.
Approve purchase orders, equipment rentals, and subcontractor invoices.
Prepare project billings, change orders, and supporting documentation.
Monitor job cost reports to identify variances and recommend corrective actions.

Client Relations & Reporting

Serve as the primary point of contact for clients and stakeholders throughout the project lifecycle.
Prepare and submit inspection reports, photos, and test results as required.
Provide regular project updates and documentation to management and clients.
Address client concerns promptly and maintain strong professional relationships.

Safety & Compliance

Promote and enforce a culture of safety within all crews and operations.
Conduct and document jobsite safety audits and tailgate meetings.
Ensure compliance with OSHA, DOT, and municipal safety requirements.
Maintain required certifications, permits, and environmental compliance records.

Qualifications Required

Bachelor's degree in Construction Management, Civil Engineering, or related field (or equivalent experience).
Minimum 5 years of project management experience in underground utilities, sewer inspection, or related field.
Strong knowledge of hydro excavation, CCTV inspection, testing, and trenchless rehabilitation techniques.
Proven ability to manage multiple projects simultaneously and meet deadlines.
Excellent communication, leadership, and problem-solving skills.
Proficiency with Microsoft Office, project management software, and digital inspection systems.
Valid driver's license with acceptable driving record.

Preferred

NASSCO certification (PACP/MACP/LACP).
OSHA 30-Hour and Confined Space Entry certification.
Experience with municipal or DOT contracts.
Background in chemical grouting, epoxy coating, or trenchless rehabilitation project delivery.
