The Operations Manager leads and manages streamline processes and enhances efficiency across operations, logistics, training, and MOWP (Maintenance, Operations, Work, Process) while keeping safety as a priority and managing the budget. It comprises 15 businesses with a major chemical company heritage and a network of 65 manufacturing facilities in 16 countries. INEOS products contribute to safety, health and living standards by providing raw materials used in paints, plastics, textiles, technology and medicines. Business Context: Ethylene oxide (EO) is a building block for EO derivatives and other chemical intermediates. INEOS Oxide is a leading producer with EO/EOD capacity of 920 kta across five production units in Europe and the US. Our EO project in the US targets the expanding merchant EO market, building on our leadership in Europe. Environmental Context: Member of the Bayport Site Leadership Team providing leadership in Production, Logistics, Environmental compliance, Safety, Training, Quality, Administration, accounting and maintenance. Responsible for site safety, budget creation, unit optimization, and implementing Advanced Process Control and business improvements related to the Bayport facility. Coordinate operations between INEOS Oxide, co-located customers, external customers and suppliers. Most Important Factors: Lead Team Members toward safety objectives, business goals and continuous improvements; deliver safety, health and environmental compliance and unit profitability; optimize resources; develop personnel for succession planning; interface with customers to reach performance goals; reports to Site Manager and serves as backup during absences. Responsibilities And Accountabilities Accountability 1: SHE This position – and all positions – requires committing to INEOS 20 Principles of Process & Behavioral Safety and Life-Saving rules as applicable to the position. Maintain safety as the highest priority by adhering to policies and standards. Maintain and control safe and efficient operation of the production unit using established operating disciplines and procedures. Ensure achievement of safety and environmental compliance while understanding and enforcing applicable principles and programs. Understand and support plant assets including protective systems integrity, operating envelopes, procedure adherence and accuracy, training and process hazards management. Directly lead PSM Program (Process Hazard Analyses, Management of Change, Risk Assessments) efforts. Promote AsCare compliance and participate in and/or organize and lead site safety tours. Accountability 2: Operating Plan and Targets Deliver established production targets for Oxide businesses while identifying and implementing process improvements. Deliver objectives to support business requirements and contractual obligations. Develop key metrics to monitor and optimize operating performance of all assets. Develop, support, and implement cost reduction strategies and improvement tactics. Provide technical leadership in areas such as Advanced Process Controls and Business Improvement, Daily operations, Asset utilization and optimization, Best operating practices, and Business planning/organization alignment. Maintain high technical understanding of Amines process and act as primary liaison with Process Technology Manager (PTM). Interface with Maintenance to set priorities for asset reliability and provide technical support to resolve reliability issues. Recommend capital projects to meet short- and long-term goals. Accountability 3: Team Leadership/ Stewardship of People Provide guidance to Operations Superintendent regarding management of direct and indirect reports. Determine capabilities and develop plans to address capability gaps. Develop and implement performance, training and career growth plans for all direct reports and collaborate with Operations Superintendent for indirect reports. Maintain onsite visibility and accessibility as a member of Site Leadership. Accountability 4: Budgetary Compliance Develop the annual departmental operating budget for area of responsibility. Work with direct reports on expenditure management to maintain plant reliability and asset integrity while adhering to the budget. Skills/Competencies Level of Education & Experience Bachelor’s degree in Chemical or Mechanical Engineering, or similar relevant experience (Chemical Engineering preferred). Minimum 10-15 years of chemical plant or manufacturing experience. Minimum 7 years of leadership/supervisory experience. Proven track record of driving an organization and delivering results. Technical Skills Strong process knowledge and ability to stay current with industry and technological changes. Robust understanding of unit operations and applicable engineering principles. Robust understanding of Process Safety Management principles. Relevant engineering principles include: General chemistry; Materials and heat balances; Thermodynamics; Heat Transfer; Fluid Dynamics; Multi-component distillation/separation; Dynamics. Foundational understanding of fixed and rotating equipment. Knowledge of SAP for budget, work order tracking and day-to-day accounting. Behavioral Skills Comfortable interacting with employees at all levels. Ability to lead change, influence outcomes, and provide coaching and consultation as needed. Keen attention to accuracy and follow-up on unresolved issues. Multi-tasking and balancing heavy demand. Ethical, personable, team player, adaptable. Proven leadership skills and business acumen – performance driven. Strategic thinker with a clear vision and world-class change management.
