Paralegal Program Specialist

The (Paralegal Program Specialist) is responsible for processing all HMS subrogation and

recovery functions involving the Florida Medicaid Program. This includes intake legal document

review, research, maintenance, case management, and claims review, settlement and other

functions relating to casualty, estate or trust cases.


Essential Responsibilities


Responsible for initial review of documents submitted for approval, and overall support of

Subrogation and Recovery Services.

Effectively work, maintain and manage cases in accordance with approved program

workflows and with current and accurate notes.

Maintain a daily system of providing timely and accurate information required to move

cases through the approved workflow pipeline.

Review and verify legal documents and supporting documentation, including related

Subrogation and Estate Recovery case documentation.

Perform basic and advanced levels of document review, legal research, and case

management.

Perform comprehensive review of legal documents to identify potential legal issues and

determine whether all required legal criteria are met.

Professional interaction with Medicaid agencies, including TPL and Eligibility staff and

state legal and attorney general offices; attorneys; corporate, professional, pooled trust,

and individual trustees; court staff; beneficiary/recipients; and family members.

Set up and maintain cases, including preparation of required correspondence, claims and

other related documents.

Provide timely processing of events, various contractual deadlines, and critical

compliance issues.

Perform and process intake of documents from attorneys, trustees, state Medicaid TPL

and Eligibility staff and legal offices.

Review and research leads regarding potential settlement situations that lead to the

establishment of Special Needs Trusts.

Handle phone inquiries promptly and with courtesy.

Meet internal and state client objective standards for Customer Service, Research,

Document Review and Intake.

Complete periodic reports for state clients and management as required.

Ability to interface with all levels of people both internally and externally in a professional

manner.

Ability to communicate and comprehend well both verbally and in writing, fluently in

English.

Ability to be careful and thorough about detail including with cite-checking and

proofreading skills.

Ability to work proficiently with Microsoft Office, Word, and Excel.

Ability to work independently to meet objectives.

Ability to maintain a high level of confidentiality and ethics.

Ability to function effectively under pressure and manage deadline oriented project

demands and multiple initiatives.

Ability to sit for long periods of time. Ability to multi-task and prioritize effectively. Ability to perform the following: lifting, bending, pushing, pulling, stopping, kneeling, reaching, and carrying of light to heavy items (40 to 50lbs). Ability to analyze information and use logic to address work-related issues and problems. Ability to perform oral presentations with good quality. Ability to perform well in team environment, to achieve business goals. Average manual dexterity work in use of a PC, phone, sorting, filing and other office machines.

Work Conditions and Physical Demands



Primarily sedentary work in a general office environment

Ability to communicate and exchange information

Ability to comprehend and interpret documents and data

Requires occasional standing, walking, lifting, and moving objects (up to 10 lbs.)

Requires manual dexterity to use computer, telephone and peripherals

May be required to work extended hours for special business needs

May be required to travel at least 10% of time based on business needs


Minimum Education


Bachelor s degree required


Certifications (Required/Desired)



Paralegal certificate from an American Bar Association approved program.


Minimum 2 years Related Work Experience



Experience working in a professional office environment required

Experience in a Legal office a plus.

Proficiency with Microsoft Word and Excel.

Medicaid and/or Medicare knowledge preferred
