Position Overview
The City of Alameda is seeking an enthusiastic, dedicated, and conscientious individual to join the City’s Finance Department as an Administrative Technician III – Payroll. This role performs advanced-level paraprofessional and technical work involved in the development, coordination, and execution of administrative operations, and serves as a resource for employees and staff throughout the City.
Compensation
Administrative Technician III: $44.42 – $53.97 per hour.
Benefits
Four-day, 36‑hour work week (Monday through Thursday)
CalPERS Retirement: Classic Members – 2% at 55 formula, 8.868% contribution; New Members – 2% at 62 formula, 8.75% contribution

Key Responsibilities
Set up and process payroll for the entire City, including printing and disbursing time sheets and paychecks, calculating wage garnishments, billing vendors and taxes, and producing federal and state tax returns.
Maintain and manage the timekeeping system, ensuring accurate pay codes, rates, and hours.
Prepare and file quarterly FTRs and annual tax documents (W‑2, 1095‑C, 1099‑R).
Implement payroll controls, compute payroll‑related information, and determine cost allocations and taxes.
Develop and maintain procedural manuals, policies, and forms; keep employees informed of policy changes.
Review work for compliance with policies, standards, and applicable regulations (FLSA, IRS, ED, city policies).
Ensure payroll is processed in a timely fashion; follow up with departments as needed.
Conduct audits, verify data, and research discrepancies; perform complex computations.
Operate and maintain payroll software and other specialized computer applications; run and create reports using the city’s ERP system.
Provide technical information and instruction; conduct or coordinate training; interpret and explain rules and regulations.
Assist in implementing goals and objectives, establishing schedules, and improving processes.
Qualifications
Four years of administrative support experience in payroll, finance, human resources, and/or IT.
Knowledge of payroll functions, payroll laws, and CalPERS system.
Proficiency with Excel and familiarity with Tyler Munis or a similar ERP system.
Strong analytical, organizational, and communication skills.
Ability to work independently and manage a high level of responsibility and accountability.
Valid California driver’s license and satisfactory driving record (if vehicle operation is required).

Veteran’s Preference credit is available for qualifying veterans; required documentation is DD‑214.
