Background Check
The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI
fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where
the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation,
the criminal background checks of individuals who have not resided in the United States or its territories for the preceding
5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only,
but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S.
government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or
as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background
check because of residency outside the United States, such individuals will be ineligible for Postal employment.
Functional Purpose
This role is part of the United States Postal Service Professional Development Program (PDP), to develop the competencies,
technical knowledge, skills, and experience needed for success as a full performance Mechanical Engineer. The first year of
the program is dedicated to developing core competencies using the Postal Service Competency model. Trainees will apply
the technical knowledge, skills, and abilities acquired from an academic program of study to the USPS business environment
through completion of projects and work assignments the business unit. Throughout the program, trainees will have the
opportunity to participate in mentoring and networking opportunities within various levels of the organization.
DUTIES AND RESPONSIBILITIES
1. Supports mechanical engineering projects; collaborates with team members to define technical problems related to
functional requirements for mechanized systems and equipment to support mail processing objectives.
2. Supports the analysis and evaluation of operating data from field units, technical data related to mechanized equipment,
and costs; supports developing alternatives for mechanized equipment including design specifications, drawings, and
preliminary cost estimates.
3. Partners with team members to prepare bid packages, including design and operating specifications and drawings for
invitation of contractors to bid on mechanization equipment; participates in the evaluation of contractor bids; establishes
contractor capability.
4. Supports the revision of contractor specifications and drawings for technical worth and compliance with contract
requirements for progress review.
5. Supports evaluating prototype mechanization equipment; evaluates equipment for optimum reliability, maintainability, and
safety.
6. Provides input for the preparation and justification of engineering proposals for mechanized systems and equipment.

1. Knowledge of database, spreadsheet, and word processing applications in a computer environment.
2. Ability to identify technical problems in functional requirements for mechanized systems and equipment.
3. Ability to communicate orally and in writing in order to prepare memos, project reports, specifications, and statements of
work; and to communicate technical issues with non-technical users.
4. EDUCATION REQUIREMENT: Possession of a Bachelors or Graduate degree in mechanical engineering or a closely
related professional engineering program accredited by the Engineering Accreditation Commission (EAC) of ABET from a
college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S.
Department of Education. NOTE: Qualified applicants must earn a degree from an accredited college or university no more
than 24 months prior to the date of employment. Preference-eligible veterans (see 5 U.S.C. ' 2108) who were unable to apply
during that two-year period because of their military service may apply up to two years after they are released or discharged
from active service. Eligibility for these veterans cannot exceed six years from the date on which they received their qualifying
degrees.
5. Knowledge of mechanical engineering principles, procedures, and practices.
