ESSENTIAL AND MARGINAL FUNCTION STATEMENTS

Essential and other important responsibilities may include, but are not limited to, the following:
Essential Functions:
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for processing and maintaining records and reports; implement policies and procedures.
Plan, prioritize, assign, supervise and review the work of staff involved in the handling, retention, and disposal of property and evidence.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; submit justifications for training and overtime usage; monitor and control expenditures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Accept and prepare subpoena duces tecum, discovery, court orders and report requests in accordance with the Public Records Act.
Research, plan, recommend, implement and develop information technology policies and procedures; assist with the selection of department specific technology improvements.
Develop and recommend consistent procedures; audit data for accuracy and compliance with DOJ policies, principles, codes regulations and laws governing records management; compile and maintain complex and extensive records.

Supervise, oversee, and administer the operations of the Police Property and Evidence Unit; plan, develop, and implement methods for the retention and disposal of property and evidence held by the department; research and evaluate methods to improve the handling of police property, supplies, and evidence.

Receive, examine, and release property and evidence according to federal, state, and local procedures, laws, and regulations.

Ensure proper safekeeping and/or destruction of property submitted by department staff; ensure the proper chain-of-custody for property and evidence is in accordance with federal; state, and city laws.

Schedule personnel for shifts, including contacting off-duty employees to make necessary adjustments in shift schedules to fill vacancies, determining overtime needs and authorizing expenditure.
Supervise the accountability of incoming fees.

Responsible for the maintenance of property and evidence facilities.

Coordinate police auctions for unclaimed property and determine which items will be sold.

Compile and edit various monthly and annual reports including statistical, internal and administration reports; monitor all statistical reporting to determine any discrepancies and correct them prior to public announcements or state reporting.
Act as Custodian of Records as assigned, including court appearances for both civil and criminal cases.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints, as necessary.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Marginal Functions:

MINIMUM QUALIFICATIONS

Knowledge of:
Principles of police records management and maintenance.
California Department of Justice policies, principles, codes, regulations and laws governing property ad evidence, retention, and maintenance.
Criminal law with particular reference to the data needed for prosecution and recording of information, including rules of identification and evidentiary requirements, record keeping, computer entries and release of information.
Code of Civil Procedure, Government Code, Health and Safety Code, Business Code, Penal Code, and Vehicle Code as they apply to duties within the division.

Principles and practices of warehousing, inventory control, material handling, storage, record keeping, and property accounting.

Property and evidence operations, chain-of-custody, audits, and inspections.

Packaging, storage, safety, and security standards of property and evidence.

Proper handling procedures for bio-hazardous materials, firearms, and drugs.

Principles and practices of supervision, training, and performance evaluation.

Principles and practices of budget monitoring.

Pertinent federal, state, and local laws, codes, rules, and regulations.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Organize, implement and direct records management operations and activities.
Compile and maintain complex and extensive records and prepare reports.
Interpret, explain, and apply City and department policies, procedures, rules, and regulations.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible experience in a law enforcement agency performing technical support duties, including one year of supervisory responsibility.
Training:
Equivalent to an Associates degree from an accredited college or university with major course work in business administration, behavioral science, criminal justice, or a related field.
License or Certificate:

Possession of, or the ability to obtain, a valid California driver's license.

Completion of a P.O.S.T. certified Supervisory course within one year of appointment.

Completion of the P.O.S.T. Records Management course within two years of appointment.

Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation or termination.

PHYSICAL AND MENTAL REQUIREMENTS

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds.
