This is law enforcement work supervising on an assigned shift a small group of uniformed and civilian personnel in the activities of a specialized police unit or of the operations office of a police district, and in the processing and maintenance of police records. Work is performed under the supervision of a higher level police officer.
Assignments require the use of evaluative thinking and are carried out in accordance with standard police practices and general work instructions. Minimum Requirements

Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements by the date of the written examination: June 1, 2024.

1. CIVIL SERVICE STATUS: Presently employed by the City of Philadelphia with permanent Civil Service status in the Philadelphia Police Department with a performance rating of Satisfactory or higher;

AND
2. EXPERIENCE: One year of experience as a Police Officer.

NOTE: As per the Arbitration Settlement Agreement signed June 4, 2019, for uniformed police classifications represented by the FOP, candidates will not be approved to take a promotional exam if:
  • The candidate is currently in the class for which the test is being offered, OR
  • The candidate previously held a position in the class for which the test is being offered and is currently in a rank above the class for which the test is being offered.

NOTE: Prosecution Detectives presently employed by the City of Philadelphia with permanent Civil Service status in the District Attorneys Office with a performance rating of Satisfactory or higher may compete in this examination if their prior service in the Police Department or current service in the District Attorneys Office renders them eligible to compete.

Physical & Medical Requirements
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Required Licenses & Certifications
Possession of a valid proper class motor vehicle operators license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Police Corporal.

ELIGIBLE LIST
DEPARTMENTAL-ONLY PROMOTIONAL: Only a departmental promotional eligible list for the Police Department will be established as a result of the examination.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

PREFERENCE FOR PHILADELPHIA RESIDENTS: Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding the date of the written examination, you are eligible to claim residency preference.

To receive such preference, candidates must respond to the question regarding residence later in this form.

The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.

If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. PERFORMANCE RATING: In accordance with the Arbitration Award for the Fraternal Order of Police and Civil Service Regulation 9.0232, no points will be given for performance rating on this promotional examination. Performance Report evaluations will be based on either a satisfactory or unsatisfactory overall rating. An employee must have a satisfactory overall rating to quality for a promotional examination. The performance report used for promotional examination purposes will be the one on file in the Office of Human Resources thirty days before the issue date of this announcement.


PUBLIC SAFETY EDUCATIONAL POINTS: For all Police promotional examinations administered and eligible lists established after the issuance of the August 2000 Act 111 interest arbitration award, candidates who otherwise achieve eligibility for promotion to a higher rank and who have successfully completed a course of study at an accredited college or university will have:
  • 0.5 points added to their final score if the highest degree received is an Associates Degree
  • 1.0 point added to their final score if the highest degree received is a Bachelors Degree
  • 1.5 points added to their final score if the highest degree received is a Masters Degree.
  • Candidates who have successfully completed sixty (60) credits at an accredited college or university toward completion of a degree will have .5 points added to their score.

COMPUTER-BASED WRITTEN EXAMINATION:
The computer-based written examination is tentatively scheduled to be held on June 1, 2024. Additional information will be provided to approved applicants in advance of the exam. Candidates will have no more than 2 hours to complete the computer-based exam.

Test Review
In accordance with Civil Service Regulation 9.091C, the review of test items will be restricted to the review by a panel of subject matter experts who have been selected according to a method determined by the Human Resources Director. This panel will review the test items prior to scoring and will make any required corrections to the items. After the test has been scored, candidates may review their answer sheets to determine if they have been scored correctly, and appeal will be restricted to scoring. Only those competitors who have a passing grade in an examination shall receive additional credits to which they may be entitled. The following requirements must be satisfied for a candidate to receive additional credits:
  • The degree must have been conferred no later than the date of the written exam.
  • An applicant may claim the additional credit at any time after the date that the examination is announced until 30 days after the Eligible List of Candidates is established by the Director or his/her designee. If an eligible candidate does not request additional credits or does not submit a transcript or other required documentation until after certifications and appointments have been made, the granting of additional credits shall have no effect on prior certifications and appointments.
  • An applicant must submit adequate documentation as required by the Office of Human Resources

Projected Exam Date
COMPUTER-BASED WRITTEN EXAMINATION:
The computer-based written examination is tentatively scheduled to be held on June 1, 2024. Additional information will be provided to approved applicants in advance of the exam. Candidates will have no more than 2 hours to complete the computer-based exam.

Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the written examination. Candidates will need to be able to operate computerized software proficiently and independently.

Test Review
In accordance with Civil Service Regulation 9.091C, the review of test items will be restricted to the review by a panel of subject matter experts who have been selected according to a method determined by the Human Resources Director. This panel will review the test items prior to scoring and will make any required corrections to the items. After the test has been scored, candidates may review their answer sheets to determine if they have been scored correctly, and appeal will be restricted to scoring.
