Job Summary
The Policy Coordinator position provides advanced professional administration to manage and coordinate policy development and legislative oversight for the State Employee Group Insurance Program (SEGIP) and the Public Employees Insurance Program (PEIP). Leading up to and during the legislative session, the position will: support and coordinate development and finalizing of Employee Insurance (EI) policy and program proposals; track bill progress and legislative hearings; coordinate and draft requested fiscal notes; and represent EI to stakeholders and legislative staff.
In addition, the position will:
- Support the EI leadership team as applicable in the required analysis and implementation of new laws affecting employee benefits and insurance mandates; provide guidance on new programs, policies, and contracts to ensure compliance with state and federal laws, rules, and regulations.
- Support the development of MMB proposals before the collective bargaining process.
- Track and conduct analysis of union proposals during bargaining.
- Draft summaries of tentative agreements and lead the implementation of bargained changes following bargaining; and assist with the development of financial analyses, plan documents, and other products.
Qualifications
Minimum Qualifications
Four (4) years of professional experience in benefits administration and/or policy development.
Professional experience must include at least one combined year of experience with one or more of the following:
- Performing policy research
- Tracking legislation and/or rulemaking processes
- Providing formal policy advice
- Interpreting the impact of policies
- Implementing new policies into existing practices
- Experience in program budget management or development
Preferred Qualifications
- Bachelor's degree in Public Health, Public Administration, Business Administration, Public Policy, Political Science, Economics, law or related field
- Advanced degree in law, public health, public policy, public administration, health economics or related field.
- Background in Minnesota health policy, managed care, health economics, insurance benefits, or health care programs
- Experience in health policy development and implementation.
- Strong budget development or analysis experience
- Experience with collective bargaining or working with labor unions.
- Strong understanding of industry trends, strategies, and requirements for employee benefits programs
- Experience planning, leading, and facilitating meetings.
- Experience in working with the legislative process, drafting, and interpreting legislation or legislative budgets.
