Duration : 3 months Contract with possibility to extension

Scope: Client is seeking a supplier to design, develop, and implement a Licensing Application and Payment Portal for the Real Estate Appraiser Board. The solution will enable online submission, review, and approval of appraiser license applications and fee payments.

Background: The initiative aims to modernize Client's licensing process through a secure, web-based portal built on the Microsoft Power Platform (Low-Code Application Platform) within the Commonwealth of Virginia's VITA environment. The project will include system integration with Client's existing EAGLES (licensing) and IRIS (document imaging) systems, while ensuring Section 508 and WCAG 2.1 accessibility compliance, HIPAA/security controls, and end-to-end workflow automation.

Project Overview: The selected candidate will deliver:

  • A pilot implementation of the Appraiser Licensing Application Portal using Power Apps and Power Automate.
  • Integration with DPOR systems (EAGLES and IRIS).
  • User training, documentation, and post-production support.
  • Full compliance with Commonwealth security, accessibility, and development standards.

Role summary:
Develop and configure the Clients' Licensing Application Portal components using Microsoft Power Platform tools. Collaborate closely with the architect and project manager to deliver high-quality, testable, and maintainable solutions aligned with Client's business needs.

Key responsibilities:
Build Power Apps (Canvas and Model-Driven) applications and Power Automate flows.
Implement data integrations, validations, and workflows within Dataverse.
Develop custom UI components and connectors as needed.
Participate in daily stand-ups, code reviews, and testing activities.
Maintain version control, deployment, and documentation within the VITA Power Platform environment.
Troubleshoot and resolve functional or performance issues during testing and go-live.
Support training and handoff documentation for DPOR's internal users.

Required qualifications:
3+ years of hands-on development experience using Microsoft Power Platform (Power Apps, Power Automate, Dataverse).
Understanding of data modeling, business rules, and formula logic in Power Fx.
Experience integrating Power Platform with external systems (e.g., REST APIs, SharePoint, SQL).
Familiarity with Agile delivery and collaborative development tools (Azure DevOps, Jira).

Nice to have:
Microsoft Certified: Power Platform Developer Associate.
Experience with portal development, licensing, or regulatory systems.
