Procurement Analyst (E-Commerce)This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade.DutiesInterprets guidelines relevant to e-business and other acquisition streamlining programs and uses judgment and discretion in determining their intent.Identifies and develops improvements to highly complex processes in the DoD procurement/e-business community.Serves on and leads Integrated Product Teams (IPTs) composed of various technical and functional disciplines engaged in developing and recommending e-business and procurement program improvements to support Command procurements.Responsible for the accuracy, timeliness, operational responsiveness, and regulatory/policy compliance of the full range of individual and team e-business/procurement projects and initiatives assigned to the organization.Leads efforts to advise J9 leadership and project managers in planning the overall approach to meet contracting program objectives for a wide range of programs or systems.Provides acquisition planning and management expertise to support special projects, initiatives and studies.Coordinates and performs long-range planning of interrelated contracting efforts within a wide variety of contract types and contracting methods, for programs which support different, complex organizational functions.Represents the organization at executive levels within the DoD and U.S. Government and to contractor/industry representatives, communicating the Command's IT acquisition objectives and gaining endorsement of proposed courses of action.Briefs higher levels of management on initiative or project progress, problems, and other factors of interest or inquiry.RequirementsConditions of EmploymentAppointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).This is a Drug Testing Designated Position.
