Job Description and Duties
This position is located at the Lottery Headquarters in Sacramento. Under direction of the Staff Services Manager I (SSM I), the Staff Services Analyst (SSA) serves as a Procurement Analyst for the Lotterys Procurement Services and Support (PSS) unit. The SSA is responsible for a wide variety of administrative and analytical assignments related to the Lottery's Procurement Program. The SSA will work closely with Lottery stakeholders and vendors to procure goods and services to meet Lottery needs. The SSA is expected to perform all functions and duties with integrity, quality communication, and cooperation. The SSA must exercise a high degree of initiative, provide clear instructions, demonstrate tact, and exercise sound judgment that exemplifies the best interests of the State and of the Lottery. The SSA is expected to produce completed staff work for review.
The SSA will be trained in Lottery procurement policies and database systems (Epicor). However, background in State of California procurements, budgets, accounting, or ability to learn database systems are highly desirable.

Working Conditions
- Schedule: Employees routine work schedule shall be from 8:00 a.m. to 5:00 p.m. while SSA is on probation. After probation, SSA may not begin earlier than 7:30 a.m., or after 8:30 a.m., and cannot end later than 5:30 p.m. During probation, SSA will be permitted to telework up to four days a week. Thereafter, SSA will be permitted to generally telework unless required to be in the office for onboarding of new staff, meetings (typically no more than once per month), and as required by job description.
- Travel: Travel is generally not expected.
- Other: Employee will be given a digital phone number through Microsoft Teams.
Special Requirements
- The California State Lottery Act provides that no person may be hired as an employee of the Commission if that person has been convicted of a felony or any gambling related offense.
- The position(s) require(s) a Background Investigation be cleared prior to being hired.
