Procurement Analyst - Norfolk, VA
Job description:
Conduct moderate to complex procurement actions for government programs in line with prime contracts, FAR, DFAR, company policies, and CPSR requirements.
Analyze purchase requisitions, initiate RFQs/RFPs, review bids, select suppliers, and negotiate terms, conditions, and pricing of materials/services.
Procure materials, equipment, supplies, and services based on program-specific requirements and specifications.
Develop purchase orders according to specifications, work statements, and terms and conditions.
Lead procurement activities for sourcing materials, software, and services for complex programs.
Develop, support, and execute sourcing strategies based on forecasted spend, supply challenges, and marketplace conditions, aligned with business objectives.
Select or recommend suppliers, create purchase orders, prepare awards, and administer resulting purchase orders.
Negotiate modifications to purchase orders and resolve invoicing issues.
Follow established procurement policies to provide the best value while maintaining quality and good supplier relations.
Ensure procurement compliance and conduct cost/price analysis.
Work independently and manage cross-functional teams on procurement-related issues, with strong multi-tasking skills.
Assess, prioritize, and resolve issues, exercising discretion and independent judgment.
Exhibit best practices and collaborate with team members to promote operational excellence.
Deliver quality customer service to both internal and external customers and maintain good supplier relationships.
Advise management on contractual rights, compile and analyze data, and maintain compliant file documentation.
Negotiate terms and conditions, including price, delivery, quality, and performance requirements.
Support proposal preparation activities and execute supplier management in line with company policies and customer specifications.
Manage suppliers throughout all phases of program execution.
Respond to supplier inquiries, resolve invoice issues, and participate in proposal evaluation teams for fact-finding, technical evaluation, and cost/price analysis.
Document the fact-finding and negotiation process.
Ensure supplier discussions and agreements comply with government laws, corporate policies, and program provisions.
May be required to support additional programs.
Required Skills:
Familiarity with the defense DoD industry and regulations
Experience purchasing across various commodities (electronics, mechanical, capital projects, maintenance contracts, etc.)
Commodity strategy implementation
Strong financial acumen
Project and supplier management experience
Strategic and critical thinking skills
Strong negotiating skills
Excellent verbal and written communication skills
Strong time management and organizational skills
Ability to find win-win solutions with a "make it happen" attitude
Proficient in using MS Office tools (Excel, PowerPoint, Outlook, Word)
Knowledge of Federal Acquisition Regulations policies and procedures
Preferred Skills:
Curiosity and desire for continuous improvement Familiarity with Cost Point purchasing system, Exostar.
Experience Required:
Bachelor's Degree and 2 years work experience, Associates Degree and 4 years work experience, 6+ years with HS diploma or equivalent experience U.S. Citizenship.
Experience Preferred:
3+ years' experience in operations, supply chain, negotiations, price analysis or contract management.
