Manage and support all activities related to vendor and subcontractor solicitations and contracts both during the bid stage and after award in accordance with company guidelines and specific project requirements for all types of major civil construction projectsMajor Duties & Responsibilities: Review project plans and specs to determine required vendors and subcontractorsSet up and manage vendor and subcontractor solicitations for projects bidding and after awardReview Project Estimate to develop and confirm Scopes and BudgetsPrepare vendor and subcontractor levelling and comparison documentsNegotiate scope, prices and contract termsDraft purchase agreements and subcontract scopesMWDBE solicitation and Good Faith Efforts DocumentationManagement of the Project MWDBE Utilization PlanPrepare and manage GFE Reports and MWDBE Utilization Plans with Diversity StaffReceive, review, and collect proper documentation for change orders/amendments generated in the field and when complete forward to the CPO for approvalDraft amendment scopes and forward to CPO for approvalWork with Estimating Department to solicit pricing for bidsSkills/Qualifications:Bachelor’s Degree in Engineering, Construction Management, or related disciplineMust have a minimum of 5 years related experienceMust have thorough understanding of the construction procurement processMust be familiar with the estimating and pre-bid price solicitation processMust be computer literate and competent with the use of Construction Management, Bid Solicitation and Estimating Software systemsCompetent in Microsoft Suite – particularly Word and ExcelComfortable with the use of Zoom, Skype, and Microsoft Teams as communication modesDemonstrate competency in the legal aspects of contracts and possess good negotiating skillsMust be able to write detailed, clear, concise, and professional scopes of workMust have a working knowledge of the MWDBE laws and requirements for Federal and State funded projects“Halmar International is an Equal Opportunity Employer – M/F/Veteran/Disability/Sexual Orientation/Gender Identity.”
